台灣發展智慧城市之評論

Commentary on the Development of Smart Cities in Taiwan

摘要


智慧城市已儼然為國家進步的指標,並成為各先進都市追求的目標。台灣亦積極發展智慧城市,各地方政府依據在地特色及需求,推動都市智慧化的建設。由於台灣有良好的資通訊產業基礎及人才,因此智慧城市建設的成果頗為豐碩,並屢獲國際組織的認證。智慧城市的建設不僅能夠提升人民的生活品質,亦是讓台灣產業轉型的重要關鍵。若能妥善運用台灣的科技實力,不僅可讓每個城市成為智慧城市,並可使臺灣成為「數位國家」與「智慧島嶼」,以及與國際社會接軌。此外,台灣也積極運用人工智慧(AI)的技術,提升智慧城市的效能與創新,例如利用AI分析大數據,改善交通、醫療、教育等服務,或是利用AI協助無人駕駛、智慧安防、智慧農業等應用。然而,台灣在智慧城市建設方面仍然有一段差距,與先進國家相較,尤其是在AI的發展與應用上,還有許多挑戰與機會。而且智慧城市的建設若僅著重較大的都市,尤其是台北市,將如同日本東京都的「一極集中」般,出現既往的「人、物、金、情報」等資源持續向台北市過度集中的情況,造成其他五都與各縣市的競爭力下降,更加拉大城鄉的格差,研提相關興革意見供參,是為本文之旨趣。

Smart cities have become an indicator of national progress and a goal pursued by advanced cities1. Taiwan is also actively developing smart cities, and local governments promote urban intelligence based on local characteristics and needs2. Due to Taiwan's good foundation and talent in information and communication industries, the construction of smart cities has achieved fruitful results and has been recognized by international organizations. The construction of smart cities not only improves the quality of life of the people, but also is an important key to Taiwan's industrial transformation. If Taiwan can make good use of its technological strength, it can not only make every city a smart city, but also make Taiwan a "digital nation" and a "smart island", as well as connect with the international community3. In addition, Taiwan also actively uses artificial intelligence (AI) technology to enhance the efficiency and innovation of smart cities, such as using AI to analyze big data, improve transportation, medical, education and other services, or use AI to assist unmanned driving, smart security, smart agriculture and other applications. However, Taiwan still has a gap in the construction of smart cities compared with advanced countries, especially in the development and application of AI, there are still many challenges and opportunities. And if the construction of smart cities only focuses on larger cities, especially Taipei City, it will be like Tokyo's "one-pole concentration", resulting in the continuous over-concentration of resources such as "people, goods, money, information" to Taipei City, causing the competitiveness of other five cities and counties to decline, and widening the gap between urban and rural areas. The purpose of this article is to provide relevant suggestions for reference.
