新加坡CCE課程與臺灣綜合活動領域之比較研究

A Study on the Comparison between the CCE Curriculum in Singapore and the Integrated Activity Area in Taiwan

摘要


新加坡教育在全球評比中始終名列前茅,在這樣強勢考試競爭壓力環境下,新加坡政府持續推展品德與公民教育(CCE),甚至強調向下紮根;同時,有相似課程發展背景及目標,一樣重視價值學習的本國綜合活動領域在十二年國教改革中,國小階段卻減少授課節數。透過新加坡的品德與公民教育課程和本國的綜合活動領域在各自國家課程歷史上的發展,以及其課程基本理念和目標、課程規劃、教學與評量及教科書的比較,探究兩國在教育改革歷程中對品德與公民教育課程和綜合活動領域的影響,兩國在課程中相同點包括課程目標因應時代脈動、強調生活經驗、反思概念引導學生學習、生活實踐與應用;而領域課程地位及重視學習歷程記錄則是這兩國可互相借鏡之處。

The education in Singapore has long been regarded as ranking top in the world in terms of the international assessments. Under this kind of high pressure in tests, the government has consistently been promoting Character and Citizenship Education(CCE), and even rooted at the primary level. At the same time, the elementary schools curriculum time of the Integrated Activity Area in Taiwan, having the similar developmental background and curriculum purposes with similar emphasis on value cultivation, has been decreased at the educational innovation of the Curriculum Guidelines of 12-Year Basic Education for Elementary Schools, Junior High and General Senior High Schools. Through the comparison of the curriculum history, the basic concepts, the curriculum purposes, the curriculum plans, the instruction and assessment and the textbooks of the CCE and the Integrated Activity Area between the two countries, the influences on CCE and the Integrated Activity Area during the process of educational innovation are investigated. The similarity between the two countries includes the curriculum purposes change with time and the world trends, the emphasis on life experiences, the instruction of reflection, and the application in life, while the differences including the curriculum position of the area and the emphasis on the record of the learning process can be for references for both countries.
