十二年國教課程綱要研修與審議協作模式之建構

摘要


十二年國民基本教育課程綱要研修與審議機制是在臺灣課程史上的盛事,首次中小學各類課程綱要同步與連貫研修與審議,國家教育研究院課程及教學研究中心及課程研究發展會為課程綱要研修單位,而課程審議會則由教育部主責。國家教育研究院研修的課程綱要需要經過課程審議通過,課綱審議的歷程從2016-2018年,歷經兩年半漫長的時間才審議完成。本文在十二年國教課程發展制度之下,描繪劃時代的課程綱要研修與審議機制,從課程綱要研修及審議機制兩者互動可能的問題,建構課程綱要研修及審議協作的可能模式。首先描述國家教育研究院主導課綱研修,建立國家課程發展的完整機制;其次檢視在此波課程綱要研修與審議過程中產生的一些問題;接著針對上述課程發展與審議的問題,擬提出相關的建議;最後期待建構臺灣課程綱要研修與審議之新模式。

The development and review mechanism of the 12-Year Basic Education Curriculum Guidelines is set up for the first time in the history of curriculum in Taiwan. The National Academy for Educational Research (NAER) and its related units, the Center for Curriculum and Instruction Research and the Committee of Curriculum Research and Development are established to be in charge of the development of curriculum guidelines at the national level. The curriculum guidelines developed and proposed by NAER were reviewed by Curriculum Review Committee appointed by MOE. The prolonged procedures of curriculum review were completed within 2016-2018 for two and half years. This paper intends to delineate the development and review mechanism of curriculum guidelines, exploring the problems arising from the binary development and review processes at the national level under the policy of 12-Year Basic Education. The collaborative model for the development and review mechanism of the 12-Year Basic Education curriculum guidelines are proposed, analyzed and discussed for further inquiry.
