農田水利設施評估指標之研究

A Study on Hydraulic Construction Evaluation Index

摘要


農田水利設施的興建往往需要大量的投資,以農民一般的收入並無法負擔此一龐大的經費,水利會則從中扮演了重要的角色,提供農民良好的服務,對臺灣農業的發展有相當大的貢獻,惟水利會本身非一般營利事業,水利設施工程經費之來源,大部分均仰賴政府補助及舉債長期貸款為資金,近年來政府在大量補助工程費用,且提高補助比率後,水利設施因而獲得顯著的改善。本研究依生產、生活及生態三個層面訂定各評估指標,針對各評估指標建立評估等級,根據所評估之因子建構模糊評估矩陣,利用模糊綜合評估方式,建立農田水利設施效益評估之分析方法,共分為五個評估等級做為政府在評估排定補助順序時之參考。本研究就台東農田水利會之事業區域作為研究對象,探討灌溉設施與技術提升之效益。以鹿野大圳於民國七十九年時規劃設計為例,參考當時的規劃報告「鹿野大圳、鹿寮圳灌槪用水調配及其灌溉系統改善規劃」,利用所建立之農田水利設施效益評估分析方法對鹿野大圳再做評估,其結果顯示,此工程之建議等級為第二級,即此一工程計劃案可立即執行,並應給予補助。

The agricultural hydraulic construction usually requires massive investment. Farmers, who only have limited income, cannot afford it. The irrigation association plays an important role to fill up the gap and provides a good service for the farmers during last several decades. We believe the association has an essential contribution to Taiwan agricultural development. The association, however, is a non-profit organization, wherefore its construction budget mainly comes from government grant. Due to the increasing subsidy from the government in recent years, the hydraulic construction has been improved dramatically. This research establishes evaluated indexes that refer to three respects, production, life and ecosystem. We present the fuzzy evaluated matrix according to the indexes, and develop the fuzzy evaluated analysis method. Five levels are set as a guideline for decision maker to evaluate the priority for each project. The main focus of this research is on the Taitung Irrigation Association. We discuss the benefit of the irrigation construction and technical improvement. The Lu-Yeh Canal project built in 1990 is used as a study case. It is evaluated by the established indexes and analysis method. The results indicate that it ranks in the second priority and should be funded and executed right away.
