台灣地區淹水潛勢圖之應用方向

洪災防救災工作若要獲得良好成效，必須充分了解基本水文與淹水相關資訊，並在災前防範與災中應變時能及時掌握洪災資料以提出因應措施。本文主要目的在說明淹水潛勢圖之計算方法與應用方向，並以不同暴雨強度為條件，完成台南縣市淹水潛勢圖之繪製。目前台南縣市淹水潛勢圖已經由防災國家型科技計畫辦公室邀請學者專家、水利主管機關及地方政府代表，完成淹水潛勢資料之初審及中央防災會報專家諮詢委員會之複審程序，並送交行政院中央防災會報准予備查。台南縣市淹水潛勢圖可作為未來檢討河川防洪及改善地區排水工程之參考依據，並可參考本資料可作爲國土開發、台南縣市地區綜合發展計畫及都市計畫之參考，以期減少淹水風險，另可考慮在高淹水潛勢區中執行土地利用管制措施。不同暴雨條件下所模擬之各地區淹水潛勢情況，可作爲製訂洪災保險費率之參考，以爲長期推動洪災保險措施之基礎。總而言之，台南縣市淹水潛勢資料，可作爲台南縣市防災計畫與應變措施訂定之依據，並協助地方政府及人民瞭解淹水潛勢與提高防災意識。

To receive successful achievement on flood hazard mitigation, the basic information of hydrology and inundation potentials should be fully studied and understood. In addition, to immediately provide response measures for both precautions against and coping with real flood hazards, the relevant information should be efficiently acquired and completely comprehended. The purpose of this study is to construct the flood hazard information of Tainan County and City through numerical simulations under different rainfalls and its application. The Office of the National Science and Technology Program for Hazards Mitigation executed the preliminary review of the inundation potential information of Tainan County and City by inviting academic professionals and representatives from water conservancy agencies and local governments. The secondary review was conducted by the Specialist Consultative Committee through Central Hazards Mitigation Meetings. It was then approved for references by the Executive Yuan. The inundation potential maps of Tainan County and City can be used to assist the review of river flood control measures and the improvement of local drainage work. It can also provide important information for the local comprehensive and urban development planning of Tainan County and City in the purpose of reducing flooding risk. For areas having high inundation potentials, the possible land development control can be applied. On the other hand, the inundation potential information can be used as an important reference for determining flooding insurance rate. It is the basis for promoting flooding insurance policy. In conclusion, the inundation potential information can be used for the governments of Tainan County and City as bases for planning hazards mitigating procedures and response measures. It can also help local governments and residents understanding the information provided in inundation potentials and promoting the consciousness of hazard mitigation.
