颱風暴潮數值模式與地理資訊系統之整合研究

摘要


濱海工業區的開發,已成爲維繫今後臺灣地區經濟發展的命脈。然而,自民國六十年代起因養殖漁業快速發展,導致地層嚴重下陷,一旦遭受颱風侵襲,就對沿海居民的生命、財產以及工商業設施造成嚴重的威脅。因此,如何利用科學的工具與方法來加以預測,以期有效降低民眾生命、財產的損失,實乃值得吾人深入研究的一個課題。近年來由於電腦科技的快速發展,不論在軟、硬體設備上均有長足的進步,無疑的,電腦已成爲今日在此方面研究的最佳工具。例如利用數值模式來模擬複雜的物理現象,利用地理資訊系統將資料庫與模式計算結果作整合分析,並且以圖形方式展示成果,提供使用者更直覺的服務。然而,現今這些過程往往受限於地理資訊系統的彈性,以致於無法充分整合,爲了改進這些缺失,本研究將探討有關模式的執行以及它與地理資訊系統整合的技術,並且藉由這種搭配來模擬沿海地區遭受颱風暴潮侵襲的影響,提供開發海岸地區所需之工程設計資料與主管機關的決策參考。

The development of coastal industrial zone will play an important role for the economic boom of Taiwan in the future. While due to the prosperity of aquaculture, underground water has been over-pumped there. That has already caused serious threat to life and property of coastal residents. In order to lower the loss, it is very critical for us to precisely and scientifically predict the hurricane. In the past decade, computer technology has made an impressive progress on software and hardware. Undoubtedly, the computer will be one of the best tool to solve this kind of problem. Today, researchers use computer to simulate the natural phenomena with numerical model, process the computation result, establish related spatial data, analyze the result and display it on the screen. Though the process is efficient, it is discrete. The advent of Geographic Information System has made it more feasible to combine these processes. But the lack of flexibility found in common commercial Geographic Information System packages still exist. It is very difficult to customize our application to integrate numerical model with Geographic Information System packages completely. The goal of this paper is to explore the techniques used for integrating storm surge model with Geographic Information System directly and simulate the impact of hurricane on coastal area. The system (client) based on PC windows is linked with the storm surge model (server) based on HP-755 work station through TCP/IP & Win Socket and client send the parameters to server to control model execution. The model computation result will be real-time sent back to client. The whole system run smoothly and transparently to the users and users don't need to care about the file transfer and conversion details. With this kind of architecture, it can provide a deterministic criteria for exerting officials the policy and offer exact information for engineering design.
