When people make decisions, they will refer to their own views or information to make judgments and decisions. This process is called "self-reference", and the connotation of "self-reference" comes from the interaction between the person and the environment, which is constantly copied, coupled with changes in the environment, reproduced, and constantly "automatically created". To change a decision, one must first change the "self-reference" on which it is based. This article uses "Chulong persuaded the Empress Dowager Zhao" to illustrate that it is superior to the mode and structure of policy argumentation.
