智慧社區治理路徑的兩岸比較研究

智慧社區治理具有鮮明的邏輯理路，其技術邏輯體現在物聯網、互聯網和區塊鏈等技術的深入融合。大陸的智慧社區治理，無論是治理理念還是實踐層面都出現多元分化態勢，幷形成不同學科視角下關注重點不同的智慧社區研究分化。現有研究多停留在對此種分化樣態的描述性分析或模式化總結上，幷沒有從根本上揭示此種分化産生的根源，只關注智慧社區建設的「技術」賦能，忽視了「社會」賦能。臺灣現階段在智慧社區的推展，主要是結合興建「社會住宅」或「公營住宅」，以及進行區塊性都市更新的時機，在適當的社區量體規模之下，選擇作爲智慧社區實證示範場域的推演。為此，本文通過對兩岸智慧社區治理相關文獻資料進行分析，分別構建兩岸智慧社區治理路徑。本文通過系統分析和比較兩岸社區治理路徑，解析各自的治理模式、效果及要素，探索其背後的社會關係和互動機制，進而構建智慧社區治理模型，推動社區治理研究的發展。

Smart community governance has a clear logic, and its technical logic is reflected in the in-depth integration of technologies such as the Internet of Things, the Internet and block chain. In Mainland China, smart community governance has seen a diversity of differentiation in both governance philosophy and practice, and a differentiation in research on smart communities with different focus from different disciplinary perspectives has been formed. The "social" empowerment has been neglected. At the present stage of smart community development in Taiwan, it is mainly a combination of the construction of "social housing" or "public housing" and the timing of block urban regeneration, and is chosen as a demonstration site of smart community at an appropriate community scale. To this end, the paper analyses the literature on smart community governance on both sides of the Taiwan Strait and constructs a pathway for smart community governance on both sides of the Strait. By systematically analyzing and comparing the community governance paths on both sides of the Taiwan Strait, the paper analyses their respective governance models, effects and elements, and explores the underlying social relationships and interactive mechanisms, in order to construct a model of smart community governance and promote the development of community governance research.
