In the traditional Chinese farming society, the craft of horse-keeping plays an important role in its national defense. The government pays a great deal of attention to the craft of horse-keeping considering the interest of a country's stallions is of great importance in defining its dominance. However the overwhelming attention to the very aspects of horse-keeping resulted in a staggering number of horses bred. In order to solve such quandary, the government decided to reposition a number of horses to a selected area for better control. With the understanding from the earlier Ming Dynasty's horse-keeping policy to its later repositioning strategy comes the realization of Shendong being its prime establishment in horse care. In further studies, the three of westward prefecture in Shendong was the frontier chosen exclusively for such practice. Concerning the deafening tax regulation and the custom of horse-keeping protocol in the Shendong province, the correlations between such practices and impacts were apparent throughout the region.
