The ups and downs of the power and influence of East Han imperial in-laws were closely related with the military authorities of the capital: the persons in control of them could hold sway in the central government and thence reach out to the whole country. The ambitious in-laws invariably fought for that control, and those already in power frequently assumed responsible positions in the imperial guards, or else put their sons and cousins into those positions. Since military authorities were such an instrument to interference in politics, those in control naturally would not relinquish them voluntarily; but none the less they shifted from hand to hand, and the ones who lost them fell into mercy of the ones who acquired them. The shift hinged on the allegiance of the five battalions of North Guards, and these troops owed their crucial importance to the position of the North Palace of Loyang. An emperor long under duress, if he had the will to fight back and get the upper hand of the in-laws, often had to move to the North Palace and obtain the good will of the North Guards for self protection. Therefore the significance of the North Palace in the politics of the East Han is not to be overlooked.
