大稻埕歷史風貌特定專用區街屋現況與發展

Developments and Future Directions of Street House in Dadaocheng Historic Special-use Zone

摘要


大稻埕歷史風貌特定專用區是近年來台灣區域保存最成功,亦是最知名的案例,本研究分析近年來大稻埕特定專用區內再利用設計的案例,進行案例街屋商家訪問,了解現有經營狀況、對於再利用設計的意識,歷史建築的背景基本認知等,初步以「舊景再生、構築重生、記憶重生」三個看法,進行大稻埕的延伸討論及未來可能再優化方向。研究中也以法規著手來重新審視「歷史風貌特定專用區計畫案」,並探討在文資保存法的第四十條對於「聚落建築群之保存及再發展計畫」中,更僅止於「建築形式以及都市景觀制定維護方針」,而施行細則中的第二十四條,對於保存與再發展計畫,也未對內部多做限制說明。呈上述,本研究藉由實地採訪,探討再利用與特定專用計畫案的關係,並在現有文資法中審視其不足之處,尋求改善的可能性。

The Dadaocheng Specially Dedicated Zone for Historical Features is Taiwan's most successful and well-known regional conservation program in recent years. This study aimed to extend the current discussion of Dadaocheng and identify options for further optimization by (1) examining recent designs for redevelopment; (2) interviewing business owners operating townhouses to collect data about their operating performance, awareness of reuse designs, and basic knowledge of historical buildings; and (3) conducting a preliminary analysis from the perspectives of "regeneration of historical sceneries, redevelopment of buildings, and reviving of memories." The Specially Dedicated Zone Program for Historical Features was also reviewed in the context of relevant laws and regulations. It was found that Article 40 of the Cultural Heritage Preservation Act required only the "develop[ment of] conservation policies for architectural forms and urban landscape" in the "preservation and redevelopment plan for clusters of buildings." Meanwhile, Article 24 of the enforcement regulations did not impose detailed restrictions on internal spaces in preservation and redevelopment plans. In short, this study explored the relationship between reuse and a specially dedicated program through field interviews under the provisions of the Cultural Heritage Preservation Act to identify potential areas for improvement.
