試論公共圖書館與異業結盟之經營策略

邇來委外經營案例越來越多，的確為公共圖書館事業經營增添諸多壓力，為有效利用這項利器，立法院並通過相關外包或統包法規，本文即依據管理現象和法制面向企圖探討其對公共圖書館營運的影響，俾就教於學者有方。另為何〝當為〞與〝存在〞兩者間發生極大的落差，作者慧眼獨具的藉此從經營法規的觀點探討公共圖書館異業結盟的策略規劃本質。
