工程專案以統包方式執行對業主而言具有縮短工期、提高效率、鼓勵創新等可能的好處,國內在政府採購法實施後,公共工程採統包的比例逐漸增加,其中亦見隧道工程的個案。 本研究針對近年國內數個隧道工程採用統包的案例進行分析,蒐集相關業主、廠商、學者之意見,彙整其統包經驗供後續執行者參考。此外,並提出一套業主在考量是否採行統包時的決策架構,其包括了策略目標、工程特性、內部條件、外部條件、以及市場狀況等分析構面,配合既有的案例作法與專家意見,可提供後續執行者更週的延思考依據。 另外,本研究並對於統包執行過程中的效益分析、決標機制設計、提早完工獎金及逾期罰款之訂定等議題,應用淨現值、益本比、內部報酬率等概念進行探討,其主要的重點在於考量了貨幣的時間價值以及工期、成本、營運效益彼此間的互動關係,而後並提出統包效益分析、A+B+C決標、獎罰金額應隨時間而變動等具體的作法與建議。
Design/Build construction projects may have advantages such as reduced duration, improved efficiency, and enhanced innovation. In recent years, the number of Design/Build projects has increased in public sector in Taiwan, some of them are tunnel construction ones. This research analyzes several Design/Build tunnel projects and collects the opinions from different fields include the owners, designers and builders of tunnels. Based on the information, this research suggests the owners should consider their purposes, project characteristics, inner and outer conditions, and market situations before they use Design/Build method. The research also analyzes the measurement of Design/Build benefits, contractor selection mechanism, and how to decide the reward and penalty of contractor by using the concepts of net present value (NPV), benefit / cost ratio (B/C), and internal rate of return (IRR). In these topics, the most important of all is the consideration of time value of money and the relationship between project duration, cost, and revenue. Finally, the research suggests an A+B+C mechanism of contractor selection and a method of reward or penalty evaluation.
