資訊科技基礎建設委外規劃~ 以跨國企業為例

摘要


台灣企業將生產基地外移至勞動成本較為低廉的地區,開啟了國內企業國際化的契機。當台灣企業成為跨國企業時,企業的資訊科技基礎建設(IT Infrastructure)架構,成為支援全球營運的重要因素,特別是在全球化、動態化、數位化的商業環境,多樣化、快速反應的服務需求各種變化挑戰企業的反應能力。面對新的商業環境,台灣的企業需要規劃跨國資訊科技基礎建設(IT Infrastructure)架構幫助克服新的科技、時程壓力、人力因素、成本因素、風險因素等問題。 資訊科技基礎建設委外,讓缺乏人力、成本高且非核心競爭力的資訊科技基礎建設運維委外給其他之專業廠商,讓外部廠商協助完成企業該部分的內部活動,能更專注於核心能力。規劃,發展與管理資訊技術環境,是一個執行和策略的挑戰,需考慮包含企業的組織、流程和技術等管理相關因素。企業需要求資訊委外廠商,經由資訊科技基礎建設委外的執行,提供更多的價值在企業的商業目標上。 企業可以從商業、財務、管理運維和風險等四個方面,評估企業資訊科技基礎建設委外的需求,以及如何滿足企業的策略目標。這些需求必須要考慮三個重要的設計因素:技術、流程和組織。利用集中化、標準化和整合化的方式,來實踐企業委外的策略目標。

Taiwanese enterprises were forced to relocate their manufacturing bases to regions where provide cheaper labor. At the same time these movements initiated the turning point of Taiwanese enterprises’ internationalization. IT infrastructure is critical to support global operation in a globalizing, dynamic and digitalized business environment which enterprises need to quickly respond to variety requirements within certain timeframe for customer. Taiwanese enterprises faces the same challenge when get into internationalization. Hence, IT infrastructure has new mission to support enterprises overcome those challenges included new business environment、new technology、tight schedule、people skill and cost reduction IT outsourcing enables enterprises to keep up with less strain on human and financial resources, and more assurance that the IT infrastructure will keep pace with evolving business priorities. Planning, deploying and managing today’s IT environments is both a tactical and strategic challenge that must take into account a company’s organizational, procedural and technological concerns. Company need to ask outsourcing providers to inject more value into their services by helping clients utilize and share knowledge, and employ IT assets in ways that can contribute directly to the betterment of the business goal. Company can clear define their IT infrastructure outsourcing requirements from assessment in four areas. Those areas are Business, Finance, Operational and Risks. Through accurate assessment, enterprise can plan their IT infrastructure outsourcing approach to support strategic business goal. The approach need to consider for 3 key outsourcing design factors which are technology, process and organization. By using centralize, standardize and consolidate methodology to realize strategic business goal of IT infrastructure outsourcing.
