摘要


石油是重要能源和優質化工原料,石油產業是國民經濟重要基礎產業。石油產業是資金投入高度集中的行業,同時也是一個高風險的投資領域。全球大型石油公司幾乎都是上、中、下游垂直整合的產業鏈。因此石油產業的營運基礎,需建立全球化競爭的製程整合性決策支援系統體系,將石油產業經營目標轉化成生產性操作目標,以達成最佳化生產績效目的,運用生產製程系統進行軟體技術模組分析與優化,形成營運週期性循環-從生產經營規劃到生產運轉和程序控制等高效能的資控供應鏈的整合性決策支援系統。 研究發展石油產業煉油公司油品之產銷規劃為主策略方向,如原油、液化石油氣、汽油、柴油、石油腦和燃料油等的供應鏈系統。本文研究個案在生產製程自動化控制為主要前提下,需建立關連性模組系統資料庫的整合,如最佳原油選購分析、製程模擬分析、製程高階控制、油帳質量平衡、品質檢驗等,分別驗證分析各模式系統的生產效益,研究個案展現石油產業資控整合的供應鏈管理體系與經營綜合效果實際的價值。未來石油產業製程整合性決策支援系統創新模式的發展趨勢,仍定位模擬化煉製製程 (Simulation Refining Process) 模式,煉油公司運用生產製程技術與供應鏈整合營運的模擬模式, 以追求全球油品市場經營最佳化效益。

The petroleum is an important energy resource and a high-quality material in chemical industry. The petroleum industry is an essential foundation industry for national economy development. It is reported that the petroleum industry is also a finance-concentrated industrial sector which attached with high-risk investment. To mitigate the risks, most of the world's major petroleum companies have practiced a business model which vertically integrates its industry chain from raw materials to end products. In so doing, an integrated process decision-making support system with global SCM connections, integrated and real time information sharing and control has become the benchmark for the major companies’ daily operation. Such system could transfer the business objectives to ad hoc production objectives/schedule, and then it will also set up a regulative system to ensure feedback analysis (adjustment) and the optimization. This is a periodicity cycle - to plan from the production operation to the production revolution and the programmed control and other high potency capital control of the supply chain of the integrated process decision making support system. This study aims at studying such integrated Decision Support System (DSS) for the petroleum industry. A DSS is proposed by combining the supply chain management system and the business operation information & control. Such system includes the following two major modules: 1) research and development on marketing planning strategy of supply chain ,including produces liquefied petroleum gas, petrol, diesel, naphtha and fuel oil; 2) the automation of the production process to establish the relative database integrated with model systems such as crude oil analysis, process simulation analysis, advanced process control, yield accounting balance. The deployment and benefits of the system are discussed. The further trend is also addressed.
