農田水利會是台灣農業水資源之第一線管理機構,涉及的業務資料相當繁雜,雖已有電腦化管理資訊系統來加快處理多項業務的效率,但這些管理資訊系統多以應用處理為導向。然而在制定農田水利相關政策時,決策者所需的是整合性的資訊,這種整合型的資訊管理系統是目前農田水利組織所缺乏的。 資料倉儲具有整合多類不同來源資料的特性,雖已發展多年且在不同行業內展現成效,但運用於農田水利組織則鮮為少見。故本研究研討資料倉儲應用在農田水利會業務資料之可行性,並進行初步的規劃,期能協助提昇農田水利管理之決策效能。 研究中發現資料倉儲中的多維度儲存資料結構,不僅有利於各階層農田水利管理者使用,並能以多維的方式查看各項業務資訊,以制定出適當的決策。資料倉儲內的整合性資料亦能利用資料探勘等工具去探討農田水利會內業務資訊能增加歷史資料的使用,充分利用系統操作的歷史資料,提昇農業水資源管理與應用的效率。
The Irrigation Associations are the first line institutions for agricultural water resources management in Taiwan. The business data involved in the irrigation association is very complicated. Many computer-based management information system (MIS) have been established to improve the operation efficiency. However, it is the integrated information instead of operational data from an individual MIS that is crucial in regional water management decisions but is currently lacking in the irrigation and water conservancy organization. Although the data warehouse technology is capable of integrating data from different sources and has been successfully used in many different domains, it has not been yet applied in the irrigation management organizations. The objective of this thesis is to study the feasibility to apply the data warehouse technology to the management and use of historical data from assorted irrigation management information systems. The study found that the multi-dimensional data structure in data warehouse is effective and efficient for the integration and usage of operational data accumulated from MIS at all sectors. Integrated data within the data warehouse can also take advantage of data mining tools to explore business information within the Irrigation Association, and take full advantage of the historical data of the system operations to enhance the efficiency of agricultural water resources management decisions.
