摘要


1990 年代以來,台灣移工不斷增加,他們的健康也越來越受到關注。電子科技業(E T)的大多數外籍工作者皆為菲律賓人,他們一直面臨著無形的健康風險。此外,語言和 文化上的隔閡、社會經濟地位懸殊、歧視與污名化等,都是影響他們就醫意願的因素之 一,也形成了健康醫療上的隱憂。儘管許多現行的健康政策相當友善,例如全民健保自動 將外籍工作者納入投保範圍,以及新南向政策中用以改善鄰國健康的政策,但這些問題仍 然普遍存在。 本研究將嘗試探討歧視與污名化對海外菲律賓工作者(OFW)就醫意願的影響,以及這 些影響對他們的行為對其健康的影響。現有文獻探討了 OFW 的語言、社會經濟和文化障 礙,但對歧視與污名化的研究有限。在這方面,將通過個人和關鍵人物訪談收集資料。將 對桃園、新竹和台中這兩個擁有大量菲律賓技術性移工的城市從事科技業的 OFW 進行半 結構訪談。此外,還與移民權利倡導者和移民福利組織的領導人進行了關鍵人物訪談。 研究人員發現台灣存在對OFW的污名和歧視,解決這一問題的政策有限。 污名和歧視也限制了 OFW 在台灣獲得健康和社會資源的機會。 由於獲得基本服務的機會有限,OFW 和其他移民工人的健康受到很大影響。

With migrant workers taking up many industries in Taiwan since the 1990s, the health of the migrant workers is of growing importance. Most migrant workers working in the electronics and technology (E T) industry are Filipinos and are currently facing invisible health risks. Health barriers such as language, socio-economic, and cultural barriers and stigma and discrimination against them also exist, making them hard to seek healthcare when needed. These issues remain prevalent, even though there are health policies like National Health Insurance, which automatically includes migrants in its scope of benefits, and the Taiwan South Bound Policy, with one of the aims to help the constituents of the neighboring countries in terms of health. This study looks into the effects of stigmatization and discrimination on the healthcare-seeking intention of Overseas Filipino Workers (OFWs) to understand better the implications of these effects on their health-related behaviors. The existing literature already explores the language, socio-economic, and cultural barriers against OFWs, but little to none has examined the negative impact of stigma and discrimination on health. In this regard, I collected data through individual and key-person interviews. Semi-structured interviews were conducted with OFWs who are working in the E T industry in Taoyuan (桃園), and Taichung (台中)—two cities with a large population of Filipino E T workers. In addition, key-person interviews were conducted with migrant rights advocates and the leaders of migrant wellbeing organizations. I found out that the stigma and discrimination against OFWs exist in Taiwan and that there are limited policies to address the issue. Stigma and discrimination also limit the OFWs' access to health and social resources in Taiwan. With limited access to essential services, the health of the OFWs and other migrant workers is much compromised.
