Housing demand is one of the essential needs of every citizen. In the recent progress of urbanization, the real estate market growth also makes housing price change in the tendency of increase. In big cites of Vietnam, the housing price increases dramatically and expand the ratio of housing price/income general. Urban citizen faces to the difficulty of buying a house because of the increasing price year by year, especially for the low income people. Thus, the concept of public housing with lower price than the current market price becomes the popular one in big Vietnamese cities, especially in Ho Chi Minh City. The demand of buying public housing is increasing rapidly. The government is doing with the great effort to supply public housing for the low income people, however the volume of supply is much less than the recent huge demand. The public-private partnership (PPP) in public housing development by inviting the public sector to invest public housing with the state might be a solution to the large gap between demand and supply in the market. By analyzing some case studies of public housing and private commercial affordable housing projects in Ho Chi Minh city, this research will find the feasibility study for the proposal of public-private partnership in public housing development. In addition, this research also observe and the study the public housing policy in Taiwan and its application and implementation in Taipei as an experience for the development of Public housing policy in Ho Chi Minh city and Vietnam.
