臺灣肉豬產業生產者支持水準之研究

摘要

肉豬產業是台灣農畜部門重要的產業之一，自1986年以來其產值占農畜產值第一位，為瞭解政府對肉豬產業之支持水準，本文採用OECD在計算各會員國農業補貼情況所使用的農業支持指標方法，以計算台灣肉豬產業在1990-2008年間生產者支持估計量(PSE)、市場價格支持(MPS)以及百分比生產者支持估計量(%PSE)。研究結果顯示，1990-2008年以名目匯率計算的肉豬產業平均PSE為104.8億元新台幣，表示台灣肉豬生產者在1990-2008年從政府實施的支持政策中平均能獲得104.8億元新台幣，至於MPS為102.4億元新台幣，占PSE之比值為97.7%，表示台灣在1990-2008年政府對於肉豬產業支持措施，仍是以MPS為主；至於%PSE為14.51%，表示在豬農的收入中，有14.51%來自政府各項支持措施。而以名目均衡匯率計算的肉豬產業平均PSE、MPS及%PSE則分別為109.1億元新台幣、90.5億元新台幣以及15.21%，至於三個指標在名目匯率調整前後的差距則為4.3億元新台幣、-11.9億元新台幣、0.71%，表示匯率調整對農業支持水準的計算將產生影響。

Hog industry has the highest production value since 1986 both in crop and livestock sectors. Due to its significant contribution to agriculture, it is important to know how much the industry has been supported by the government. The agricultural support estimates developed by OECD and the time series data over 1990-2008 are used to calculate Producer Support Estimate (PSE), Market Price Support (MPS), Percentage Producer Support Estimate (%PSE). The empirical results show that the average PSE of Taiwan’s hog industry over 1990-2008 is NT$ 10.48 billion, implies hog producers get NT$ 10.48 billion both from the government and consumers. The average MPS in the same period is NT$ 10.24 billion, which is 97.7% of PSE, incidating support levels of Taiwan hog industry mainly based on MPS. The average %PSE during the period of 1990-2008 is 14.51%, representing 14.51% of gross farm receipts of farmers is coming from the agricultural support. Besides, PSE, MPS, and %PSE, which calculated by the nominal equilibrium exchange rate, are NT$ 10.91 billion, NT$ 9.05 billion, and 15.21% respectively. The exchange rate adjustments increase the PSE for NT$ 4.3 billion, %PSE for 0.71%, decrease MPS for NT$ -11.9 billion, meaning that exchange rate adjustments indeed have influence on support estimates.
