本文以嘉義縣為研究個案,以Ansell和Gash(2008)所提出之協力分析架構為分析基礎,將新住民家庭服務中心的公私協力作為研究對象。本研究採用深度訪談法,以半結構式訪談的方式,訪談嘉義縣社會局、南華大學與嘉義縣志願服務協會之工作人員,以及曾接受中心服務之新住民,回答三個研究問題:嘉義縣社會局與非營利組織間如何協力、協力過程中遭遇到哪些困難與社會局為何將中心收回公辦公營。 研究結果發現,社會局使用公私協力的動機,是希望借助民間的經驗、資源與創新,達到節省成本與提高服務品質的效果。南華大學參與協力是希望實踐大學的社會責任,並提供學生實習機會;志願服務協會希望獲取社會局的經費挹注,協助組織的發展,提升組織的形象。在協力的過程中,社會局扮演著政策規劃者的角色,並提供後援與建立監督機制;非營利組織扮演政策執行者的角色,提供新住民服務。社會局與非營利組織間,會使用多種管道進行溝通。外部督導會議除了監督之外,也是重要的溝通管道,能提供彼此面對面談話的機會,減少溝通障礙。過往合作經驗有助於累積信任基礎。信任關係會影響社會局如何與協力組織互動。對於信任基礎較佳的組織,社會局在協力過程中,會給予較多的彈性。 社會局主要的困難是缺乏委託對象。南華大學與志願服務協會則都有人力不足、經費不足與缺乏評鑑誘因的問題。此外,南華還有缺乏自主性與社會局介入過多的問題。志協則有公權力與公信力不足的困難。 社會局將中心收回公辦公營的原因,是因為志願服務協會與南華大學,分別因搬遷場館與缺乏專業人力的問題退出協力。社會局在找不到委託的對象的情況下,將中心收回公辦公營。
This paper took Chiayi County as the case study, and was analyzed by using the framework for collaboration from Ansell and Gash(2008). As for its research method, this paper focused on Public-private collaboration of new immigrant family service centers and used in-depth interviews. This study was expected to answer three research questions: How Social Affairs Bureau of Chiayi County and non-profit organizations collaborate? What are the difficulties while cooperating? Why did Social Affairs Bureau of Chiayi County take immigrant family service centers back. To answer these questions, this study interviews the officers who work for Social Affairs Bureau of Chiayi County, Nanhua University and Chiayi County Volunteer Service Association. In addition, this study interviews immigrants who received services from the centers. The result indicates that the social affairs bureau's motivation for using Public-private collaboration is mainly to get help from private’s experience, resources, and innovation to saving costs and improving service quality. The motivation of Nanhua University is practicing USR and providing its students practical training opportunities. The motivation of Chiayi County Volunteer Service Association is to promote image and to get more fund from Social Affairs Bureau of Chiayi County to expand the organization. The social affairs bureau plays the role of policy maker and provides support as well as supervision. Non-profit organizations play the role of policy implementer and provide services to immigrants. In the process of cooperation, various channels are used to communicate between the social affairs bureau and non-profit organizations. In addition to supervision, external supervision meeting is also an important communication channel. It offers face-to-face dialogue to reduce communication barriers. Recent cooperation experiences benefit to building trust. Trust affects how Social Affairs Bureau of Chiayi County interacts with cooperative organizations. Social Affairs Bureau of Chiayi County gives more flexibility for the organization which has better trust. Social Affairs Bureau of Chiayi County suffers from lacking delegated objects in the process of cooperation. Both Nanhua University and Chiayi County Volunteer Service Association have problems, including understaffed, underfunded, and evaluation without incentive. Besides, Nanhua University also encounters excessive involvement of Social Affairs Bureau of Chiayi County and lack of ownership in the process of cooperation;Chiayi County Volunteer Service Association think they don’t have enough public power and public credibility. The main reason which Social Affairs Bureau of Chiayi County took the center back is that Chiayi County Volunteer Service Association and Nanhua University withdrew from the cooperation due to the relocation of office and the understaffed issue. Chiayi County Social Affairs Bureau could not find the delegated objects after they withdrew from the cooperation. As a result, Chiayi County Social Affairs Bureau took the center back to the public office.
