國外研究指出對於身心障礙者之運輸服務,長期還是需要配合大眾運輸。台北市擁有完善之捷運路網,卻鮮少為身心障礙者使用,其原因為身心障礙者無法到達捷運車站,以致身心障礙者使用捷運之效果不彰。若能將復康巴士與捷運作整合,以「接駁」的形式,利用復康巴士將身心障礙者接送到捷運站,待身心障礙者搭乘捷運到達旅次迄點最近之捷運站後再以復康巴士接送;如此原本身心障礙者搭乘復康巴士的時間由捷運所分擔,復康業者將有多餘之運能以提供更多的服務。故本研究以價格為判定轉乘與否之基準,分析復康巴士與捷運整合服務,對身心障礙者、復康業者、捷運公司之影響,探討復康巴士與捷運整合服務可得之效益,以提供政府決策時參考。 復康巴士轉乘捷運分析結果顯示,適合使用捷運轉乘之身心障礙者若接受轉乘建議,則平均旅次費用可降低22%;復康業者利用轉乘服務,縮短服務旅次長度將可提高業者單位時間之收益;復康轉乘捷運服務可增加捷運公司之營收且提升其企業形象。故捷運轉乘將能造就「身心障礙者」、「復康業者」與「捷運公司」三贏之局面。 本研究之效率分析結果顯示,在服務趟次數不變之條件下,利用復康與捷運整合服務,復康巴士車輛需求可減少1/4;若服務車輛數不變,則服務身心障礙者人數將可增加50%,業者營收增加為14%。另外復康與捷運整合服務需要身心障礙者之配合,若僅少數身心障礙者接受轉乘建議,顯現之效益不大。 復康巴士與捷運整合除了能解決身心障礙者交通上之問題,亦具有「社會融合」之弁遄A使身心障礙者有更多接觸人群的機會,使其有獨立之能力,方為此策略最大之弁遄C
According to the definition of the Disabled-Protection Law, the number of the disabled is more than 100,000 currently in Taipei, and they compose about 4% population of the city. Also, both the number and the percentage of the disabled are expected to increase in the future. Therefore, their need for transportation is and will be undoubtedly a very important issue for Taipei City Government. So far, the city have been providing many benefits to the disabled in terms of disability-free environment. Among all transportation facilities, the most popular is the Fu-Kang Bus; however, its effectiveness is still limited. The purpose of this research project is to analyze how the integrative services(transfer-services)of the Fu-Kang Bus and the Taipei City MRT system produce effects on the disabled users, Fu-Kang Bus company, and Taipei Rapid Transit Corporation. In order to analyze the effect of the integrative services, this study designed a method to identify if a disabled person is suitable to use the “transfer-service” first. Then it examined, by using the “transfer-services,” how many buses which would be demanded, the number of the disabled people which would be served, and the profit the Fu-Kang Bus Company could make. The result revealed that by using the “transfer-services”, users could reduce total travel fare to 22% or so, the number of people served could increase about 50%, and Fu-Kang Company could make a profit of 14%. The Taipei Rapid Transit Corporation could also increase their profit and result in a positive impression which people have upon them. Thus, the “transfer services” could create a triple-win situation for users, service providers, and the MRT Corporation. The integrative services of the Fu-Kang Bus and the Taipei City MRT system can not only meet the transportation need of the disabled, but it also benefit the disabled in the sense that they have more chance to have contact with the society and other people. In addition, these facilities enable them to become more independent. These are the most advantages that the services bring to them.
