本論文透過私人銀行起源地瑞士與興盛地美國私人銀行業務發展之歷史與現況探討,配合業界進行深度訪談,對台灣與亞洲私人銀行業務較為興盛之新加坡與香港進行比較,同時對台灣現階段發展私人銀行業務之困境進行探討,並分析台灣金融業者進軍潛在私人銀行業務市場廣大之中國可能具有的優勢;最後則提出未來台灣私人銀行業務發展之看法與建議。本研究主要之研究結果如下: 一、 台灣相較於香港及新加坡,在稅率制度與金融商品的成熟度方面不具競爭優勢;而在外匯管制方面則與香港及新加坡沒有太大的差異。 二、 台灣現階段在私人銀行業務發展上所面臨的困境包括:稅制不具競爭力、政治紛擾、商品限制、金融業非政府發展重點產業、金融人才流失與私人銀行業務商機損失。 三、 台灣拓展中國私人銀行業務市場所具有的競爭優勢包括:台灣金融業務整合、堅強的製造業後盾、語言相通、文化背景相同、地理區位仍具優勢。 四、 台灣未來私人銀行業務之發展可分為短期、中期與長期目標: (一) 短期目標以承襲美國為主,提供更全面之私人銀行業務服務,以拓展台灣本土之私人銀行業務市場;並期許金管會放寬金融控股公司入股中國銀行之限制,奠定拓展中國私人銀行業務之基石。 (二) 中期目標以效法新加坡為主,透過政府的力量推動稅制改革、監管制度放寬、強化保密制度以及加強政治穩定,營造有利之環境。 (三) 長期目標以前進大中華地區為依歸,藉由拓展台灣私人銀行業務市場經驗之累積、私人銀行發展困境之改善、營造有利之私人銀行業務發展環境,搭配語言及文化等前進大中華地區私人銀行市場之優勢,期能搶佔私人銀行業務市場,並藉此讓台灣成為新的亞太金融中心。
In this paper, we first discuss the developing history and present situation of private banking in Swiss and the U.S. After having deep interviews with the private banking industry, we compare the private banking business in Taiwan, Singapore and Hong Kong. We also discuss the difficulties in developing private banking business today in Taiwan. Then, we analyze the niches of Taiwan’s financial industry to enter China’s private banking market. Finally, we propose some views and suggestions about the future development of private banking business in Taiwan. The main results of the study are as follows: A.In comparison with Hong Kong and Singapore, Taiwan does not have competitive advantages in the tax system and the maturity of financial products, but there are no apparent differences in the foreign exchange control among Taiwan, Hong Kong and Singapore. B.The difficulties in developing private banking business today in Taiwan includes: uncompetitive tax system, political confusion, the restrictions on financial products, financial industry is not the prioritized industry in Taiwan, the brain drain from Taiwan’s financial industry and the opportunity loss of the private banking business. C.The niches of Taiwan’s financial industry to enter China’s private banking market includes: The integration of Taiwan’s financial business, backing by strong manufacturing industry, the same language, homologous culture, and geographical superiority. D.The future development of Taiwan’s private banking business can be divided into short-term, medium-term and long-term goals: 1.The short-term goal is to adopt the experience of United States, to provide more comprehensive private banking services, and to expand Taiwan's private banking market. We also expect that the Financial Supervisory Commission could loosen the restrictions on Taiwan’s financial holding companies to invest in PRC banks, to lay the cornerstone of expanding PRC private banking business. 2.The medium-term goal is to follow the example of Singapore, to promote the tax system reform, to relax the supervisory system, to strengthen the secrecy system, and to strengthen the political stability through the Government's efforts, to establish the beneficial environment. 3.The long-term goal is to expand the private banking business in China’s economic zone, by the experience accumulation in expanding Taiwan's private banking market, the improvement of the private banking business environment, and the homologous language and culture.
