外商在台研發單位發展策略-核心技術發展流程之觀點

Strategies of the MNCs overseas R&D in Taiwan – an core-technologies evolutionary perspective

摘要


外商在台研發單位從早期的配合工廠生產作設計變更,到今天為跨國企業開發全球同步使用之新產品,一路走來篳路藍薄A面對大陸的急起直追,未來的方向在那裡,本研究嘗試用核心技術發展流程的觀點來探討這個議題,並提出一個整合性觀念架構。所以本論文的研究問題為:外商在台研發單位在不同的階段(技術移轉、跨國合作研發、核心技術研發)應採取什麼樣的策略?其成它]素為何?對外商母公司而言其在台研發單位存在的價值為何?面對大陸低成本的競爭,外商在台研發單位的競爭優勢為何? 對於在台外商研發單位其核心技術的發展流程通常遵循技術移轉、跨國合作研發、核心技術研發之軌跡,初期由本地研發人員外派至母公司學習新技術或由母公司派員至本地教導新技術,在本地的技術能力獲得母公司肯定後逐漸開始參與跨國合作開發案,使得核心技術開發能力又進一步提昇,隨著研發人員技術能力的成熟與台灣本地教育水準與人員素質的提昇,台灣逐漸掌握開發新產品的核心技術,進而成為跨國企業的區域研發中心或事業總部。 本研究以個案研究的方式,以飛利浦,羅氏,A公司、戴爾、愛普生及B公司研發單位本國籍最高主管為訪談對象,探討前述核心技術發展流程下在不同階段之發展策略。所獲得的結論如下: 1.技術移轉階段策略「完成母公司交付任務,取得信賴」。 2.跨國合作階段策略「與本地產業結合,展現技術成果」。 3.核心技術研發階段策略「瞭解客戶需求,持續開發新產品」。 4.外商在台研發單位存在的價值是產業環境、人力素質與產出結果。 5.外商在台研發單位的競爭優勢在工作觀念、制度與環境。

Initially MNCs (Multinational corporations) overseas R&D in Taiwan were just an unit to modify products in time for the factory. Nowadays, more and more MNCs overseas R&D in Taiwan develop new products for global markets. However, confronting the competition of low labor cost from Mainland China, what will be the next step for MNCs overseas R&D in Taiwan? The study tries to create an integrated conceptual framework and use the core-technologies evolutionary perspective to explain the question below. What are the strategies of the MNCs overseas R&D in Taiwan at different stage? What are the success factors? What are the values of the MNCs overseas R&D in Taiwan? Confronting the competition of low labor cost from Mainland China, what are the competition advantages for the MNCs overseas R&D in Taiwan? The evolution steps for the MNCs overseas R&D in Taiwan are “Technology transfer, Global R&D cooperation and Core-technologies development”. At the first stage, technology transfer, local technologist will travel to headquarters frequently for new technologies training, or headquarters’ technologists travel to Taiwan for coaching new technologies. Once the technical capability accepted by headquarters, the R&D in Taiwan join the projects development with global technologists. That is the global cooperation stage. Along with capability of technologists being improved, MNCs overseas R&D in Taiwan hold the core-technologies of new products development and force the MNCs to establish the Asia development center in Taiwan or move the business unit headquarters to Taiwan. The thesis use case study research method, interview the R&D directors of Philips, Roche, A company, Dell, Epson, and B company in Taiwan, discussing the strategies from core-technologies evolutionary perspective of the MNCs overseas R&D in Taiwan. The main conclusions are presented as follows: 1.Strategy of the technology transfer stage is “Accomplishing the mission from headquarters, creating trusts for each other” 2.Strategy of the global R&D cooperation stage is “coordinating with local industries present the result of technologies”. 3.Strategy of the core-technologies development stage is “meeting the requirement from customers, developing new products continuously”. 4.From headquarters’ point of the view, the values of the MNCs overseas R&D in Taiwan are the industries environment, human resource and outcome of development. 5.Facing the low cost competition from Mainland China, the advantages of the MNCs overseas R&D in Taiwan are conceptions of working, the systems, and environments.
