城市推行綠屋頂的策略、措施與成效之分析研究

An Analytic Study on the Effects of Alternative Green Roof Strategies and Measures in Cities

摘要


綠屋頂具有調節都市微氣候以及保存生態系統之功能。傳統的建築工程一向缺乏環境矯正,都市環境中的生態系統功能大量流失。都市區域環境改善是我們必須追求的,而當代有許多新技術可以在都市中造就具有生態,這些生態系統功能的需求將會越來越高,也將成為都市發展的趨勢。綠屋頂就是一項最基本的設施。透過國際綠屋頂研討會、示範基地、個案研究以及科學研究,不難發現過去十年來北美綠屋頂產業已快速擴張。但在台灣,我們才剛意識到這個議題,在地相關研究與實務經驗上尚不多。本研究主要探討三個部分,第一階段,從國家層級、市政層級到社區層級,來檢視評估歐美現存的綠屋頂政策與推動策略。綠屋頂政策大致上有幾個範疇,包括直接與間接的規範與財務獎勵,或是示範案例與研究計劃的基金等等。本研究將討論各個範疇的優缺點與發展機會,並瞭解以上範疇的特色,條列出推動綠屋頂系統的準則。第二階段,由前述推動準則為基礎,建立在台灣城市的個案研究。經過資料蒐集規劃綠屋頂的發展架構,並根據二氧化碳及暴雨的控管做分析研究進行討論。最後,結論指出,綠屋頂對於二氧化碳固定以及暴雨管理的效益,在高密度發展的城市,例如台北市,似乎並不非常有效。我們必須修訂台灣當代的都市法規,例如土地使用分區、綠建築法規...等等,以做好迎接全球變遷與氣候暖化的準備。然而,綠屋頂可以直接在原本閒置的屋頂上提供環境效益並使建築物消耗較低的冷卻能原,這是綠屋頂最大的優勢。同時也意謂著綠屋頂政策需建立在適當的目標之下,搭配其它的環境策略,將綠屋頂作為一項工具,而非為了推行綠屋頂而推行。綠屋頂若配合各種環境補償機制,方可改善都市環境。

Green roof systems have many functions to save urban micro climates and ecosystems. Besides, traditional construction practices provide little opportunity for environmental remediation to occur in urban areas. As concerns for environmental improvement in urban areas become more prevalent, innovative practices which create ecosystem services and ecologically functional land cover in cities will be in higher demand. Green roofs are a prime example of one of these practices. The past decade has seen the North American green roof industry rapidly expand through international green roof conferences, demonstration sites, case studies, and scientific research. In Taiwan, we are just in the first step and lack of experiences. This study first tries to compares and evaluates the existing European and North American green roof policies and strategies at the federal, municipal, and community levels. Green roof policies and strategies fall into a number of general categories, including direct and indirect regulation, direct and indirect financial incentives, and funding of demonstration or research projects. Advantages and disadvantages of each category are discussed. Salient features and a list of prompting standards common to strategically implemented green roof systems are then distilled from these existing policies. Secondly, the analytical study is carried out by combining these features with estimated data collected from a municipal case study in Taiwan, the planning and regulatory framework for widespread green roof infrastructure can be developed and discussed. Finally, the conclusion of this study shows that green roof systems for CO2 fixation and stormwater management seem not a strong effect in a compact city like Taipei except that we revise the current local urban regulation such as zoning, green building code, etc. in Taiwan to confront global change and climate warming. However, it can directly offer environmental functions of roofs and promote indirectly low-energy consumption of buildings. It also shows that It's show that green roofs policy must combine other environment strategy. It will make urban environment better.
