摘要


由於營建產業的特性,專案過程中各項交易規模往往相較於其他產業來的大且複雜,使得現金不一定適用於大部分的交易情境,而票據靈活且多元的性質促使票據成為現今營建業交易往來的主要工具之一。持票人或受款人可以在票據規定的期限內向發票人或指定付款人無條件地支取確定金額的貨幣。而對於發票人來說可以延後付款,相較於現金交易更能夠彈性地運用和管理資金。 區塊鏈作為金融科技最重要的領域之一,實現去中心化分散式資料庫技術,藉由數學、密碼學與加密雜湊等方式讓資料變得難以竄改且不受第三方的惡意攻擊與干預,解決交易與資料傳遞上常擔憂的安全、信任與價值問題。目前不僅限於金融領域,在醫療、製造業和政府部門都有許多應用在陸續發展。 本研究透過文獻回顧與專家訪談的方式,了解現今營建業使用票據的概況和問題。利用區塊鏈分散式資料庫難以竄改的特性及數位化的便利與效率,改善現有的簽發、兑付和背書轉讓等票據行為,進行自動監理與實時追蹤,以減少票據的無效、偽造和變造;亦改善過去傳統紙質票據的缺陷,加速營建業資金的運轉效率。此外,延伸區塊鏈資產代幣化的概念發展新型態的票據貼現方式,藉由代幣化來拆分欲進行貼現的票據,活化票據融資並媒合多元的交易對象,且增加議價能力以提高融資額。

Due to the characteristics of construction industry, the scale of transactions during the project is usually larger and more complicate. Therefore, cash might not be suitable for most transactions. And check becomes the main tool for trading in construction industry because of its flexibility and utility. The payee can withdraw a certain amount of currency from the drawer within the period specified in the check. For drawer, payment can be postponed, and funds can be used and managed more flexibly. As one of the most important fields of financial technology, Blockchain implements Distributed Ledger Technology (DLT), which makes data difficult to be tampered with and protected from malicious attacks by third parties through mathematics, cryptography, and hashing. It solves the security, trust and value issues that are most frequently worried about in transactions and data transmission. In addition to the financial industry, many applications are being developed in the medical, manufacturing and government departments. Literature reviews and expert interviews were conducted to analyze the current issues of the checks in construction industry. Digitalization and DLT could be applied to improve checks. Automatic supervision and real-time tracking would be carried out to reduce the invalidation, forgery and alteration. Improving the shortcomings of traditional checks could lift the operating efficiency of funds. In addition, it is expected that developing a new way of check discounting by asset tokenization. It could split the checks to be discounted by tokenizing, which would enable us to enhance financing, match multiple trading partners and increase bargaining power.
