臺灣稻作記帳農戶生產效率之分析–三階段DEA應用

摘要

本研究以臺灣稻作農家為對象，在國際原物料高漲，生產成本逐年增加的背景下，以2005年到2008年「臺灣地區稻穀生產成本調查」個別稻作農戶記帳資料為樣本，採用三階段DEA評估稻作農戶之生產效率，並進一步以Tobit迴歸去檢定影響生產效率之主要因子。三階段DEA分析結果顯示：（1）臺灣稻作生產技術整體性高幾乎無地區性的差別；（2）稻作農家生產效率追上領先者的趨勢日益明顯；（3）總生產效率隨著平均耕地面積擴大而提昇，印證「小地主大佃農」政策中輔導稻米生產面積最少5公頃的規定，應能有效發揮規模經濟。
Tobit迴歸檢定結果顯示：（1）第一期稻作在2007年、2008年及第二期2006年效率有顯著，可見臺灣稻米產業在面臨生產成本逐年增加壓力下，仍維持相當高的生產效率，不但未受打擊而弱化於市場，反而更加速調整生產經營模式，以因應國際市場的高度競爭；（2）純有機肥料施肥農家在第二期稻作效率呈現顯著，證明有機肥料耕作農家之產量與效率並不輸於傳統化學肥料施作的農家。

This study evaulates the efficiency performace of Taiwan's rice farmers under the pressure of rising raw material prices and production costs in recent years. The three-stage DEA is conducted to measure the relative efficiency performance of a panel of rice farms from the Taiwan Rice Production Cost Survey over the period 2005-2008, followed by a Tobit regression analysis to identify the major elements shaping the efficiency performance. The results of the three-stage DEA show that: (1) there is no significant regional difference in the technical efficiency of rice production in Taiwan; (2) there is a significant catching-up of the low performers to the frontier in production effciency; (3) the production efficiency is improved with the expansion of cultivated acreage, which is in line with the policy of "small landowners large tenant" in promoting economies of scales with the goal of farm size enlargement to at least 5 hectares of paddies.
The Tobit regression results suggest that: (1) the production efficiency of the first crop in 2007, 2008 and the second crop of 2006 have siginficant improvements which are indications that rice farms in Taiwan are adusting very well against the challenges of rising production cost and competition from the international market; (2) the production performance of rice farms appling organic fertilizers have shown significant improvements in the second crop over the sudying period which offers an evidence that organic farming have a chance to outperform the traditional practices using chemical fertilizers.
