本研究之主要目的為針對蘭陽溪流域建立「即時洪水預報展示系統」,蒐集即時降雨監測資訊,並利用降雨預報模式、即時逕流預報模式及即時水位預報模式,進行水文及水理演算分析,同時,本研究採用網際網路、資料庫及地理資訊系統等技術,進行即時洪水預報之資訊傳輸、分析及展示。 本展示系統係以模組化之方式進行開發,主要模組包括系統維護、歷史事件、颱風動態、即時監測、預報資訊、災情蒐集及決策支援等,各模組間之資訊係經由共用之資料庫相互交換支援,透過網頁伺服器平台,並配合使用者之需求,提供完整之洪災防救相關訊息,以協助流域管理單位迅速掌握相關之水情資訊,據以進行洪水災情之研判並擬訂因應之對策,有效減少洪水災害之衝擊及損失。
The main goal of the study is developing the real-time flood forecasting system for the Lan-Yang Creek Basin. The system collects the real-time rainfall monitor information and applies it for hydrologic and hydraulic routings, by using the rainfall forecasting model, the rainfall-runoff forecasting model and the flood forecasting model. The techniques of the internet communication, the database application, and the geographic information system are adopted for data exchange, storage and display. The modularized system consists of the system maintenance, the historical events, the dynamic information of typhoons, the real-time observation, the forecasting information, the disaster report and the decision support modules. The common database is applied for data storage and exchange among modules. The web server is built for displaying the analyzed information, based on the requests of users, to help the decision makers understanding the hydrology and hydraulic situations within the basin efficiently. Consequently, the flood control authorities can judge the possible flood and take proper emergency response measures to mitigate the flood damages.
