國營事業的組織與協調分析–以台糖公司為例

A Study on the Organization Structure and Coordination of State-Owned Enterprises - The Case of Taiwan Sugar Corporation

摘要


國營事業在臺灣的成長歷史中占了很重要的一環,而現正處於國營事業民營化後的階段中,各國營事業的營運績效一直是個重要的議題。要如何在負擔政府政策任務的束縛之下從中成長,幫助政府賺取利潤,因此成為了國營事業的首要課題。 本研究將以組織經濟學為研究工具,分析台糖公司的組織架構、員工激勵、交易關係及組織協調,在交易關係及組織協調的分析中會以台糖公司旗下的商品行銷事業部為研究對象,希望能從台糖公司組織架構與協調關係的改善,來提高其整體的營運績效。 分析結果顯示:台糖公司事業部門的組織架構上存在著相關問題,這些問題會造成各事業部之間的相關成本上升;從台糖公司與員工的分析上則發現,目前國營事業與員工之間存在著相當嚴重的代理問題,必須從員工的管理制度上來增加員工的激勵,以提高員工的工作績效;而在商品行銷事業部與通路商的交易關係上來看,雖然國營事業的相關交易規定會對商品行銷事業部的業務開發造成一定程度的阻礙,但是目前的交易關係是有利於商品行銷事業部;最後在商品行銷事業部與內部其他單位的協調關係上,其分析結果也如同事業部組織架構的分析,商品行銷事業部的協調成本過高,會對其發展造成一定的阻礙。 最後本研究對於上述分析提出相關建議,希望能從台糖公司事業部門的組織重整以及政府對於國營事業相關法規的鬆綁,如員工管理制度及法規規範等,以提高國營事業的營運績效。

The state-owned enterprise is an integral part of the history of economic growth in Taiwan. Nowadays the privatization of state-owned enterprises has been conducted and the operation efficiency of the state-owned enterprises is a crucial issue. How to keep growing and make profit for the government under the pressure of administration tasks is the most important issue for the state-owned enterprise. This study analyzes the organization structure, the motivation of staff, the transaction relationship and the organizational coordination of Taiwan Sugar Corporation by Organizational Economics Theory. The transaction relationship and the organizational coordination will be analyzed in this case of the Marketing Business Department of Taiwan Sugar Corporation. The results show that the organizational structure of Taiwan Sugar Corporation has some problems that increase the relevant costs between different sectors. From the analysis of motivation of staff, the Agency Problem exists among the staffs and state-owned enterprise and the management of staffs need to be improved to increase the staff motivation. From the transaction relationship between the Marketing Business Department and its retailers, the current relationship benefits the Marketing Business Department, though the relevant regulations hinder the business development of Marketing Business Department. From the organizational coordination aspect between Marketing Business Department and other departments, the result shows that the high cost of coordination will hinder its development. Overall, this study suggests that the organization of the departments of Taiwan Sugar Corporate needs to be transformed, and the relevant regulations, such as the staff management regulations, need to be loosed to enhance the operation efficiency of state-owned enterprise.
