摘要
生產型農業不再是農業發展的核心，當商業模式進化到「消費者導向」、「後消費者時代（電子商務、區塊鏈）」，臺灣農業發展一定得擺脫生產者導向的思維，進入產業供應鏈的思維模式。國產大豆做為糧食生產舞台上的一個小角色，甚少從產業的加工端與需求端去探討其重要性；加上進口大豆以壟斷式的市場掠奪，一度讓國產大豆產業奄奄一息，直到幾年前產業發展策略調整，才略見生機。本研究從國產大豆產業現況出發，連結到國內雜糧產業的發展歷程與國產大豆產業鏈之關係，同時從糧食安全、營養安全的角度切入，說明國產大豆產業發展與供應鏈建構之重要性；蒐集日本發展其國產大豆產業的經驗為範本為參照基礎，再以深度訪談的方式，把國產大豆產業上、中、下游業者的心聲與建言彙整；配合文獻蒐集與整理，擬出國產大豆產業發展的策略與產業發展的解決方案。國產大豆是觀察臺灣雜糧產業政策成敗的關鍵指標，國內對於國產大豆產業的研究相對闕如，主因仍在於國人對農糧供應鏈的關注程度不高，對農業生產數量指標的重視高過其他一切；本研究希望能為後進研究者開闢一條新的研究方向，跳脫單一面向的點狀思考，進而以全面性的關照農糧供應鏈為出發，為臺灣新農業發展道路，注入活水。

Production agriculture is no longer the core of agricultural development, Taiwan's agricultural development must get rid of the producer-oriented thinking and focus on the industrial supply chain thinking. This study starts from reviewing the current situation of the domestic soybean industry, links to the development process of the domestic cereal industry, and the relationship with the domestic soybean industry chain. At the same time, it cuts in from the perspective of food security and Nutritional security, indicating the importance of domestic soybean industry development and industrial supply chain construction. In this study, the experience of developing Japan's domestic soybean industry is demonstrated as a model for reference, and then we use in-depth interviews to consolidate the voices and suggestions of the domestic, upstream and downstream players. Cooperate with the collection and collation of documents; draw up a strategy for domestic soybean industry development and industrial development solutions. This study is a first step, hoping to open up a new research direction for future researchers, get rid of the single-minded thinking, and then start with a new research agenda of the agri-food supply chain, and inject live water into Taiwan ’s new agricultural development path.
