社會跨代流動性往往是衡量一個社會的重要指標,而當中跨代所得彈性的估計也越來越受重視,然台灣研究著墨甚少。目前諸多國外研究已指出,歐美先進國家之社會流動性其實沒有預期中的好,尤以美國最為不足,「美國夢」破碎。 本文使用1984至2010年的「人力運用調查」之資料,觀察父親與兒子的樣本,用以估計1996年至2010年的「跨代所得彈性」,進而探討跨代之間的所得流動關係。 從恆常所得的基本關係式出發,本文共採兩種估計方法,其一為Solon(1992)所應用的工具變數估計,另一者為引入恆常所得之估計。兩種估計皆得出類似的結果。估計結果顯示,台灣此15年的跨代所得彈性大致是呈現惡化的狀態,彈性明顯下降(或趨緩)主要在兩個時點,一個是台灣遭SARS侵擾,另一個則是金融海嘯爆發,皆為總體經濟衰退的時候。另外也發現,台灣這15年的彈性走勢與不均度指標具有高度的相關性,似乎符合Great Gatsby Curve的概念──不均度越高,往往伴隨越差的社會流動性。而與其他國家之研究相比較,台灣之流動性較美國與鄰近亞洲國家(地區)為佳,但比起歐洲國家則顯得較差,仍有改善空間。
“Intergenerational income elasticity” is an important issue in the studies of social mobility, however, there is rare studies of it in Taiwan. This study uses Taiwan's “Manpower Survey” to estimate the intergenerational income elasticity between fathers and sons in Taiwan for 1996 to 2010, setting up a framework of the social mobility in Taiwan. However, due to the lack of longitudinal data in Taiwan, this study apply two methods, instrument variable as Solon(1992) and lifetime income proxy as Bjorklund and Jantti (1997) to the models. The estimations from these two methods are similar and indicate that the social mobility in Taiwan is loosely worsen with years. It’s also show a high correlation between inequality and elasticity, compiling with the concept of Great Gatsby Curve. As to the comparison between other countries, Taiwan has a better social mobility than U.S and some Asia countries (area), but still worse than Europe.
