路網層級公路鋪面維修策略之模式建構及比較分析

摘要


本研究之目的為量化評估運輸設施(如:公路和機場鋪面、橋梁、軌道等)各種常見維修策略之績效。本研究以公路鋪面為例,並以文獻中的鋪面績效模式為基礎考量交通量與鋪面年齡對劣化趨勢之影響以及不同效果之維修方式,進而建立不同公路鋪面常見維修策略(包括:scheduled、worst-first、best-first、threshold)之混合整數線性規劃模式,為表達worst-first策略中偶有例外的實務運作,本研究結合worst-first以及scheduled維修策略,提出新的「混合策略」模式。為了有效率求解上述模式,本研究開發三階段求解演算法。最後,在案例分析中建構一虛擬路網,求算不同預算比率、交通荷重以及初始設施狀況下各維修策略之績效,其比較結果合理,因此,本研究所建構之各策略模式可協助運輸設施的管理單位評估不同策略之效果,以更有效地提昇設施績效以及利用經費。

This study aims to quantitatively evaluate different maintenance strategies for transportation infrastructure such as pavement, bridges, and railway. Using highway pavements as an example and the pavement performance model in the literature that considers deterioration trends responding to traffic and pavement age and maintenance actions with heterogeneous effects as basis, the study develops mixed-integer linear programming models for various maintenance strategies commonly adopted in practice. The strategies include scheduled, worst-first, best-first, and threshold-based. In order to represent the practical situation where engineering judgment is incorporated in the worst-first maintenance, a hybrid strategy is further developed. In order to efficiently solve the models for different strategies, the study proposes a three-stage solution approach. Finally, the case study of a hypothetical network is conducted. Different maintenance strategies are applied given different budget levels, traffic loadings, and initial pavement conditions. The results of the case study are reasonable, which shows that the models have potential to help the maintenance agencies to evaluate maintenance strategies and to improve performance and reduce budget for transportation infrastructure.
