森林經營與資源依賴社區關係之研究―苗栗縣泰安鄉個案研究

摘要

本文選擇大安溪事業區生態系經營示範區周遭資源依賴社區為對象，企圖辨明泰安鄉鄉民對國、公有森林經營的意見以及社區狀況。首先，以問卷調查鄉民對國、公有林經營、鄉內社區組織、社區決議方式、社區林業議題各方面意見，參考田野調查與訪談資料解釋、歸納鄉民一般意見。其次，依鄉內地理區隔選擇前山之八卦村、後山的梅園村天狗部落進行深入訪談與參與觀察，說明社區面對產業轉型時內部所做的調整與整合。前者顯示社區發展結合觀光資源的過程中，社區組織透過傳統儀式整合內部歧見；後者顯示社區菁英如何引入外來資源，善用社區內部差異以結合生態保育、社區發展的多元目標。此外，透過分析與比較，界定部落發展之現況與趨勢。最後，就泰安鄉的調查結果，本文認為社區具備豐富多樣的性質，林務機關推動以社區為基礎的資源管理前需預先對社區有所瞭解，並且應配合社區產業特色採取適當調整與修正社區林政策。

The purpose of this study was to identify the forest resource-dependent residents’ viewpoints on national/public forest management and to recognize the characters of forest-dependent communities in Tai-An(泰安) township in Miaoli county. First of all, a survey of the residents’opinions on national/public forest management, local community organization, local public affairs decision-making, and community forest policy was implemented. Then we use the information of field study to interpret the general opinions of residents.
Moreover, we applied two case studies, Bsayya(天狗)and Pa na quali(八卦), to show how the communities to adjust to cope with local development. In order to develop tourism for improving the local economy, the Bsayya(天狗) village integrated several sub-organizations and held traditional ceremony for dispelling prejudices. In Pa na quali(八卦) village, the community elite applied outside resources to assist local development, and used diversity of community to achieve plural development goals including environmental protection and local ecotourism. Furthermore, through analyzing and comparing other similar cases we concluded the present achievement and future tendency of this two cases.
According to the survey results, as foresters we face communities full of variety. Before trying to carry out community-based resource management policies, we must understand the characters of communities first, and adjusting communtiy forestry policies appropriate to local economic development.
