本研究主要目的是藉由觀察參與社區林業計畫之社區組織其執行計畫狀況,以瞭解社區組織如何規劃與社區相關之森林經營。本研究首先應用充權理論設計問卷,並以郵寄問卷至參與社區林業計畫的234個社區進行調查,用以瞭解社區組織之參與動機、組織運作以及組織對其工作之評鑑。 從141份回收問卷分析顯示,社區組織參與動機主要為:加強居民對社區的認同感與分享自然資源。社區組織之決策均以公眾參與之方式為之,且執行計畫時居民多自發性動員參與。此外,以社區居民之表現及其遭遇問題之難易程度所做之因素分析與集群分析結果,可將參與社區分成四個集群,但比較各集群之組織運作狀況,彼此間無明顯差異。另研究顯示,社區居民參與活動人數與次數的增加有助於改善居民表現,並提升社區組織計畫執行績效。
The purpose of this study was to understand the communities participating in Community Forestry Project how to plan local forest management. The study applied the theory of empowerment to design a questionnaire to investigate the motivation, operations and evaluation of their works. As a result of analyzing the 141 returned questionnaires, it showed that the major motivations were to enhance the residents’ identification of community and to share the forest resources with government agencies. Most residents joined autonomously in local organizations to implement the project, and the decision-making of the organizations was by public participation. Based on the residents’ behavior and the difficulties they faced, this study used factor and cluster analyses to group the communities into four groups. The comparison among four groups showed that there was no significant difference in motivations and operations. But the result also indicated that the more people joined in the project, the better project performed.
