臺灣地區一般環境空氣中戴奧辛濃度探討

Research of The Nationwide Survey of The Level of PCDD/Fs In Ambient Air In Taiwan

摘要


近年來國內對環境空氣中戴奧辛之研究大多集中於大型垃圾焚化爐周邊地區,缺乏對一般環境及大區域有系統之監測,故本研究之主要目標,希望有系統地朝向建立台灣地區一般環境空氣中戴奧辛之監測資料,以提供爾後從事相關研究者參考,以及規劃時的數據參考方向。 以區域來看,其毒性當量濃度平均值之順序為中部(0.127 pg I-TEQ/Nm3)>南部(0.094 pg I-TEQ/Nm3)>北部(0.045 pg I-TEQ/Nm3)>東部(0.032 pg I-TEQ/Nm3)。與國外監測資料相比,我國已接近歐美等環保先進國家之測值,並略優於亞洲的日本及韓國;而隨著戴奧辛排放標準訂定之日趨嚴格,未來環境空氣中戴奧辛濃度勢必會有明顯之降幅。 本研究的範疇係藉由數據結果的統計,來檢驗整個源頭管制措施的良窳,作為日後風險評估與提供管理之建議;並依結論提出尚待研究改進之建議。 本研究預期成果如下: 一、 掌握台灣地區大氣中戴奧辛濃度及時空變化。 二、 瞭解台灣地區大氣中戴奧辛之物種分布特性。 三、 嘗試探討環境空氣中戴奧辛與空氣污染物是否存有關連性。 四、 可提供進行台灣地區垃圾焚化廠排放戴奧辛之風險評估時之參考。 為了具有大區域之代表性,本研究規劃選定台北、台中、高雄、花蓮四大區域共十五個空氣品質監測站,蒐集九十一年至九十二年間八次環境空氣中戴奧辛數據加以分析探討,期望環境中戴奧辛的研究能有更多研究者投入,作為日後建議改善空氣品質的參考。

Incineration is the major way for waste treatment in Taiwan. EPA of the ROC government has planed to build 30 municipal solid waste incinerators(MSWIs). Currently, there are 19 MSWIs in operation with a daily treatment capacity of 21,000 tons. The emission of PCDD/Fs from MSWIs has been of great concern of the public. Therefore, large-scale surveys over the PCDD/Fs in ambient air were focused largely on the vicinity of MSWIs in the last three years. There were only several small-scale projects for ordinary areas that were implemented in northern and southern Taiwan. The EPA started to set up the Taiwan Air Quality Monitoring Network(TAQMN)in 1990. For now, there are 72 air quality monitoring stations, including 58 ordinary ambient air stations, 5 traffic pattern stations, 4 background pattern stations, 3 industrial pattern stations and 2 national park pattern stations. The priority pollutants being monitored in TAQMN include PM10, sulfur dioxides, nitrogen oxides, carbon monoxide, ozone, and hydrocarbons. Besides, it also records several meteorological conditions. These stations were set up after proper evaluation and can well represent the air quality in the vicinity areas. The most recent data for the concentration of PCDD/Fs in ambient air have shown a trend of deceasing level in many areas, but have not been reported in Taiwan. Therefore, in this study,15 TAQMN monitoring stations were selected as sampling sites for a nationwide survey from 2002 to 2003.
