台灣大專院校校園建築用電指標參考值之研究

A Study of Energy Use Intensity Reference Values for University Campus Buildings in Taiwan

摘要


各大專院校節能績效於政府的節能政策、獎勵與補助方案下有所成長,唯大專院校館舍用途繁多,也因用途不同而有不同的「基本電力消耗量」,在一般評估館舍節能績效時有欠公平,且無法從中得知其用途館舍是否有再節能之潛力。本研究透過蒐集、統計、比較並分析大專院校同種類型建築物之用電量,並建立其參考用電指標EUI參考值。 研究對象以一般大專院校必設之建築物為主,即行政大樓、學生活動中心、圖書館、計算機與資訊中心、體育館與游泳池。為考量各校推廣並落實節能措施的時間點與難易度不一,且反映較近期之用電資訊,故以2010年至2012年有進行電力分棟監控且公開資訊之國立大專院校為例,國立台灣大學、國立交通大學、國立台灣師範大學、國立彰化師範大學以及國立雲林科技大學為本研究之校園案例。 研究結果顯示行政大樓平均EUI值為109.1(kWh/m2•yr),學生活動中心平均EUI值為62.4(kWh/m2•yr) ,計算機與資訊中心平均EUI值為558.4(kWh/m2•yr),圖書館平均EUI值為157.5 (kWh/m2•yr),體育館平均EUI值為56.6 (kWh/m2•yr),游泳池平均EUI值為127.8(kWh/m2•yr)。 各校建築物案例經用電分析探討後得出結論為各類建築物會因原先設計的不同,實際使用的用途不一,或是使用時間的長短,很直接的反應在耗電量上,故各校建築物之用電指標值須多方考慮並調整,不宜直接設定。本研究也確實驗證了大專院校中不同類型之建築物有其不同之耗電性質,而使用電指標EUI值上存在著很大的差異。

Energy-saving performance of university and college buildings are promoted by incentives under government’s various energy policies. However, the current energy-saving assessment of university buildings is not elaborate enough to assess buildings with different functions and basic electricity consumptions, which makes it hard to evaluate the potential energy-saving performance. In this study, the Energy Use Intensity (EUI) in different university buildings is established by data collection and compilation. Statistical method and comparison study are used to evaluate the energy consumption of university buildings in a one-year basis. This research targets on administration building, student activity center, computer and information center, library, and swimming pool are based on the different timing and difficulty of implementing energy management from each university, which is NTU, NCTU, NTNU, NCUE, and NYUST. The study is determined by the electricity demand from 2010 to 2012. The result of statistical data of EUI shows 109.1(kWh/m2•yr) for administration building, 62.4(kWh/m2•yr) for student activity center, 558.4(kWh/m2•yr) for computer and information center, 157.5(kWh/m2•yr) for library, 56.6(kWh/m2•yr) for stadium, and 127.8(kWh/m2•yr) for swimming pool. The study has derived the analysis of power consumption which depends on different building designation, time and way of use. The base line of power consumption should not be set directly, but calculated and adjusted deliberately.
