近年車載資通訊保險的發展,促使汽車保險從目前由固定的風險因子來計算費率,到創新應用車聯網的技術:藉由車內的感知設備或智慧行動裝置來蒐集即時的駕駛行為相關資訊,做為計算更公平的汽車保費費率依據。 藉由了解目前歐洲、北美以及其他已推行車聯網保險的國家其市場反應與狀況,可以協助台灣產險業者未來推動車聯網保險有更明確的參考方向。截至目前,台灣只有一家產險公司,泰安產物保險公司在2016年5月首推國內第一個UBI(Usage-Based Insurance)汽車保單產品。透過個案的相關資料蒐集,了解保險公司對於在台灣推動車聯網保險的態度、消費者市場接受度與回饋以及台灣法令環境的現狀。 車聯網保險的推動與消費者適用度攸關未來無人駕駛車輛的普遍實現,藉由推動車聯網保險,汽車保險業者可以提供更多元的產品並提升市場競爭度,消費者端可以藉由選擇車聯網保險享有客製化的汽車保險,而整體社會將受惠於駕駛行為的不斷改善因而有較安全的道路空間及較少的環境汙染。
The development of telematics insurance has urged automobile insurance into another new era. By taking a closer look at the utilization of telematics insurance products across the European Union、North America and other countries in the world, this study would focus on how these experiences could help Taiwanese automobile insurance market on introducing usage-based insurance products to this already competitive automobile insurance market. Only recently had one insurance company in Taiwan, Tai-An Insurance, introduced the first UBI product into Taiwan market. This case study would further identify current cultural, social and legal factors that affect penetration rates and consumers responsiveness of the newly introduced market. By understanding current development , barriers and implications of telematics insurance for insurers and consumers could further facilitating higher market penetration rate in the future.
