台灣勞保年金改革與建立50年不破產之方案

摘要


在高齡化及少子化的趨勢下,世界各國的人口結構出現轉變,導致退休基金之財務狀況受到影響,各國先後提出各式年金改革方案來應對。台灣勞保年金為本國影響人數最多的退休基金,但由於勞工保險制度保險費率長期低於精算平衡費率,導致勞保年金制度累積大量的潛藏負債,而基金提存比率僅有6.74%,造成勞保基金即將面臨破產的財務危機。 本研究以勞保年金財務分析出發,計算基金現金流量,透過提高保險費率、政府撥補、調降年金給付,以及提升基金報酬率四項變數,以找出基金50年不破產為目標,提出多元年金改革方案。從數值結果顯示,透過單一變數的改革,對於勞保基金破產年限及縮減財務缺口影響有限,若對單一變數大幅度改革也將造成嚴重的社會衝擊。本研究也發現,同時考量多個變數之多元改革方案,能夠顯著的延後基金破產年限及有效減少財務缺口,並更進一步提出12項可行的多元改革方案使基金能夠存續50年不破產。提供政府在進行勞保年金改革時,能夠依據本研究對於勞保基金改革方案之財務分析及數值結果,進行初步的規劃及研擬較具可行性之勞保基金改革方案。

Under the trend of aging and low births, the demographic structure of countries in the world has changed. Many countries have adopted different procedures to build new financial sustainable pension systems. The labor pension system in Taiwan is the most influential pension fund in the country. But now it faces bankruptcy problem because of critical underfunding. This study starts with the labor insurance pension financial analysis, and try to build 50-year financial sustainable pension system in Taiwan. By examining the cash flows of the pension fund, we propose 12 feasible multi-factor reform programs to build a 50-year financial sustainable pension system. This study provides feasible elements for the government when formulating labor pension reform policies in the face of different considerations.
