石門水庫集水區治理決策支援系統建置與策略研擬

摘要


本研究針對產砂特性不同的兩個石門水庫子集水區(三光溪與白石溪集水區)作研究區域,在ESRI ArcMap 9.x的ArcObject介面下,利用VBA程式語言建置崩塌地和土壤沖蝕治理決策支援系統。   不同的時間與空間尺度,系統可發揮不同的功效。短時間尺度下(一場颱風事件),假設石門水庫集水區因豪雨導致山坡地區發生坡地災害,在有限時間與資源下,決策者必須在短時間內派遣相關人員至現場勘察,本系統簡化圖層分析作業流程,根據決策者不同的政策方針提出相對應的建議治理優先順序方案。長時間尺度下(一年至數年),分析整治優先順序後,決策者需評估最適合的整治方式,如工程手段或非工程手段,不同治理方式其物理永續性、生態衝擊程度、施作方式適用性、限制性等都因地而異,本研究重點於簡化繁瑣作業流程,設計一操作介面人性化之互動式支援系統,協助決策者資源調動效率,不同整治政策可從數十甚至數百個災害點篩選出不同的最急迫治理的數個區域,搭配不同治理方案,決策者可快速評估比較不同方案間之參考結果以進行整治初步規劃,最後配合現地堪察以了解實際地文條件因地設計最適整治方式,以落實完整治理規劃。空間尺度越大,如台灣所有山坡地整治規劃,決策支援系統效能越高。

A decision support system (DSS) for watershed management was developed by using ESRI ArcObject software and VBA programming language in this study. The strategies were designed as different scenarios with applications to Shihmen Reservoir watershed. This DSS is specified to decide the management priorities for landslides and soil erosions in Sankuang and Baishi watersheds. Usually, the government is alert to landslides hazards particularly after a heavy rainfall or typhoon attack. As it occurs, emergency planners have to arrange engineers to the fields as soon as possible. When there are too many locations to check on the list, it is hard to design the priorities to take measures. A DSS is therefore developed to help planners analyze the hot spots in a faster way instead of time-consuming field checks for all the landslides. In the DSS, the distances between landslides and the buildings or the roads, sediment yields from landslides and the sediments delivery ratio are the factors to consider. The DSS which produces scenarios can help managers design the strategies to save the manpower and time, especially with applications to the larger spatial scale.
