公務員使用員工協助方案之影響因素──以某縣市政府衛生局為例

摘要


「員工協助方案」(Employee Assistance Programs,簡稱EAP)在當代職場上的重要性愈來愈高,其運用專業的技術,透過預防、確認和解決員工個人及生產力問題,來增進員工與工作組織的效能。有關員工協助方案在工作場所發揮的價值與效用,已經在許多文獻與研究中得到證實。目前雖然臺灣大多數的政府機構早已都實施員工協助方案,但仍不清楚具體阻礙公務員使用員工協助方案之影響因素?以及哪些具體措施可以提升公務員使用員工協助方案的意願?因此,本研究採用先質化後量化的社會科學研究方法,先以深入訪談之半結構式的方式訪談某縣市政府的16位公務員,再以該縣市政府衛生局全體485位公務員為問卷調查法的受試對象,總計回收150份有效問卷進行統計分析。 研究結果顯示,八成的公務員同意在不會受到不利影響的狀況下比較有意願使用方案;具體提升使用意願的措施有:確保單位主管及同仁不會知道公務員使用服務(84.6%)、向公務員示範方案的申請流程(82.6%)、使用服務不會影響公務員的陞遷、考績、或獎懲等(82.0%)。相反的,個人隱私因素、對保密措施有疑慮、擔心被閒言閒語或汙名化或貼標籤等相關問題,都是主要阻礙公務員使用員工協助方案的因素。本研究並於文末提出討論結果與建議,期能提供相關單位與政策規劃人員做為日後的參考與運用,使方案得以發揮最大的價值。

Employee Assistance Programs (EAP) have gained significant importance in contemporary worksites. The benefits of EAP in the workplace are well documented. Most government agencies in Taiwan have EAP. However, it is unclear what, factors affect civil service’s propensity to use it, or as barriers to civil service help-seeking. This study has used a qualitative methodology to explore the relationships between these civil service’s cognitive and attitudinal perceptions of EAP. A semi-structured interview was used with 16 participants of a county government took part in the study. And then using data collected from 150 civil service of Health Bureau of County Government. This study investigates these civil service’s propensity to use or not to use such programs. The main findings indicate that most employees were motivated to use service when they perceived there was no negative impact. Other encouraging factors were: trust in the confidential ethos of the service and perceived accessibility of programs. Conversely, personal privacy and EAP treatment stigma as barriers were shown to have been discouraging factors. Finally, the implications and practical suggestions of the research findings are discussed.
