台電系統全黑啟動加壓模式之研究

A Study on Model of Energizing Transmission Line during Black-Start for Taiwan Power System

摘要


全黑啟動為電力系統從全黑中迅速復電的關鍵能力,本文之研究主旨即在於探討搜尋全黑啟動相關議題以及最佳加壓模式之目標函數與演算法,並以Borland C++ Builder開發出一套全黑啟動決策支援系統(Black-Start Decision Supporting System, BSS)。此系統具備視窗圖形化使用者介面(Graphical User Interface, GUI),能依照目標函數之參數設定以及即時系統資料輸入,規劃至少十組以上全黑啟動之最佳加壓路徑,並連結電力潮流分析軟體(Power System Simulator for Engineering, PSS/E)及電磁暫態分析軟體(Electromagnetic Transients Program, EMTP)執行動態及暫態自動化模擬,分析各匯流排超過電壓安全範圍之均方根誤差(Root of Mean Square Error, RMSE)大小以供台電操作員調整加壓模式優先順序之考量,最後以視覺化圖形呈現模擬結果與統計圖表。 又為驗證BSS具有優異的全黑啟動加壓模式規劃效能,本論文將台電需求與限制條件納入規範,運用BSS輔助評估台電全系統於全黑啟動時期345kV匯流排之最佳加壓模式,將其模擬分析結果與目前台灣電力公司規劃之全黑加壓模式模擬結果作比較,驗證結果佐證本論文開發之BSS確實具有合理正確之規劃,且具備良好運算效能與應用彈性,更可提升復電初期全黑啟動之效率與正確性,降低全黑啟動的風險與台電操作員的壓力。

Since black-start is a key to rapidly recover from the blackout in the power system, the theme of this thesis aims at the study of black-start issues, including the objective function and algorithms for searching the optimal black-start model of energizing transmission lines. Furthermore, the thesis has developed a Black-Start Decision Supporting System (BSS) which is implemented by Borland C++ Builder. BSS is able to automatically generate above 10 best energizing paths refer to the parameters of the objective function and real-time data of the power system. Also, it links to Power System Simulator for Engineering (PSS/E) and Electromagnetic Transients Program (EMTP) to simulate dynamic and electromagnetic transient voltage for each bus in the planned path. In addition, BSS has the feature of model visualization, which can display the optimized black-start models and simulation results by graphic symbols and histograms. In order to confirm the feasibility of BSS, it has been utilized to assess the black-start model through energizing 345 kV transmission lines. Compared with the black-start scheme planned by Taiwan Power Company (TPC), the test results consolidate the proposed BSS because of its high efficiency, accuracy, and flexibility. With the effectives of BSS, the risk of black-start can be reduced, and the stress of operators in energy control center can be much relieved.
