多準則決策應用於農業生產設施類型評選之研究

摘要


現今全球因氣候變遷與極端氣候頻繁出現,致使國內農業生產面臨嚴峻考驗,災害農業損失更是愈來愈發生。而在農業設施內進行生產,可保護作物扺抗極端氣候或天然災害,並可降低病蟲害,減少化學肥料及農藥的使用,同時也是發展精緻農業之必需要件。本研究採用多準則決策評選模式,以專家問卷方式進行評選與求其權重及其排序。首先進行文獻探討後,挑選出38項可能的影響因子,並將各個可能影響因子以屬性方式歸納出四種構面,分別為使用需求、營造環境、設施技術與經濟效益等四種,以建構出本研究的架構與決策評選模式,再透過專家學者問卷調查方式經糢糊德爾菲法(Fuzzy Delphi Method, FDM)評選出14項重要準則因子,再經由第二階段問卷以熵值(Entropy)權重法來計算出每項評選準則之權重值與排序,同時歸納出三種方案,分別為水平棚架、簡易溫網室與結構力霸型溫室等,讓受訪者進行選評。本研究結果顯示「結構力霸型溫室」是最理想的方案。本研究已建立一個客觀的方案評選模式,讓農民或農企業在挑選農業生產設施類型及運用時,提供其參考方向依據,並可做為農民、農企業經營者及農業生產設施規劃人員建造決策時之規劃方向參考。

Nowadays, due to the frequent occurrence of climate change and extreme weather in the world, the domestic agricultural production is facing severe challenges, and more agricultural losses from disasters. Agricultural production facilities can protect crops against extreme weather or natural disasters. It can prevent harms from pests and diseases, and reduce using chemical fertilizers and pesticides, which is a necessary component for the development of quality agriculture. This study adopts a multi-criteria decision method model and expert questionnaires for selection and its weights and their ranking. First, after literature review, 38 possible influencing factors were selected, and each possible influencing factor was classified into four dimensions in the form of attributes-use demand, construction environment, facility technology and economic benefits. This study formulated a framework and decision-making selection model, and then 14 important criterion factors were selected by the Fuzzy Delphi Method (FDM) through the questionnaire survey by experts and scholars. The entropy value (Entropy) weighted through the second-stage questionnaire and calculated the weight-value and ranking of each selection criterion. The three schemes are summarized up-horizontal trellis, simple Wimbledon room and structural powerhouse type greenhouse, allowing respondents select and evaluate. The results found that "Structural Powerhouse Type Greenhouse " is the most ideal solution. The study has established an objective scheme selection model, so that farmers or agricultural enterprises. It provides the reference when selecting the type and application of agricultural production facilities. It is useful for farmers, agricultural enterprise operators and agricultural production facilities planners to plan direction reference when making construction decisions.
