本研究首先對通關系統中的證照查驗流程進行分析,根據分析之結果發現目前的證照查驗系統存在著如下之問題:(1)客觀度不夠(2)護照變造與偽造問題無法獲得解決(3)資源的分配效率無法再一步提升(4)顧客滿意度受影響。而這些問題都源自於旅客身份的不易確認。 因此為了有效解決旅客身份不易認證的問題,本研究提出將「存入生物特徵之RFID護照」引入通關系統之中。也就是以生物特徵來做為旅客身份之辨識,使得一個生物特徵及相關資料只能對應到唯一的一本護照,以解決不法之徒冒用他人護照出入境的問題。 並且本研究將會提出新的證照查驗系統,該系統包括:(1)含有生物特徵資訊的RFID護照, (2)RFID護照讀取機(Reader), (3)從事臉部生物特徵辨識(Facial Recognition)所需的軟、硬體設施, (4)資料庫系統。 而透過此一「新證照查驗系統」的建設,將可達成以下之助益:(1)對機場而言:除可提升安全之外,機場的資源與設備也可做更佳的運用。(2)對旅客而言:可享受更快速的通關以及更人性化的待遇,並且個人身份也獲得較佳的保障。(3)對國家而言:除可提升國土安全,護照公信力以及國際形象外,也可協助未來發展「旅客自助通關」。
In this research, we investigate the airport’s current entry and exit procedures. Our findings suggest that there are some problems in the current system. The problems are as following: (1) Lack of precision during identification of arriving passengers, (2) Passport falsification, (3) Inefficiency in resources allocation, and (4) Low customer satisfaction. All of these problems are because there is no reliable technology to help customs officials verify traveler’s identity. In order to solve the identification problem, this research will introduce “Biometric-included RFID Passport” to the airport’s entry and exit system, i.e., to use biometrics as passenger’s verification. Including biometrics in the passport, limits a person’s ability to forge false documents, thus lessening the passport falsification problem. Given the new identification technology, this research introduces a new airport’ entry and exit system. The new system includes:(1) Biometric-included RFID Passport, (2) RFID Passport Reader, (3) Hardware and Software needed for Facial Recognition, and (4) A database system. In the new entry and exit system, we can achieve the following benefits: (1) For airport: security enhancement and better utilization of airport resources and facilities, (2) For passenger: less waiting time and better personal identity protection, and (3) For country: besides better homeland security, passport credibility and our country’s international image; this system will also be helpful in developing the future’s traveler auto-entry /exit procedures.
