台北市的蓬勃發展,造成三重、新莊等地的人口的密度增加,因而都會居民對綠地需求益加迫切,故台北縣政府著手辦理高灘地綠美化工程,提供民眾假日休閒遊憩場所,藉以提昇台北縣民之生活品質。其中的二重疏洪道,亦配合中央政策改頭換面由髒亂變美麗成為現代多功能的休憩公園。 而園內的微風運河是一處符合國際標準的划船賽道,具有發展成水上運動休閒勝地之潛力,除了可舉辦比賽或練習,平時也是供民眾休憩的場所。惟目前水質狀況時好時壞不甚穩定,影響使用者的衛生安全。為提供安全衛生的遊憩環境,需要了解其水質之變化與可能影響水質的原因,進而應用水質自然淨化方法改善水質與使用環境。 水質自然淨化工法包含有自然處理系統、礫間接觸氧化法以及溼地淨化等,其中以礫間接觸氧化法之處理效率及處理容量較佳,因此本研究以微風運河應用礫間接觸氧化處理做相關的規劃與應用策略之研究。 研究中透過水質檢測分析水質情況與設定水質淨化目標,蒐集現地環境資訊與調查民眾意見瞭解現地環境特性與民眾看法,輔以國內外礫間接觸氧化設置案例作為現地規劃與水質改善之參考,最後以SWOT分析應用礫間接觸氧化法之優劣,並擬定應用策略及應用之初步規劃與建議。 現地規劃研究之結果,配置上建議於運河邊坡之空地予以設置礫間接觸氧化淨化設施,以達到節能與設置簡化之目的,而目前檢測之水質情況顯示BOD、SS及大腸桿菌項目之數值無法穩定維持在乙類水體標準之內,水質改善目標則依據蒐集之相關案例訂定之,預期目標以乙類水體標準為目標。 策略應用及分析之結果,以改善水質、減少污染源、倡導生態教育並使園區使用多元化為理念,藉此提供園區水質與環境改善之參考。
Because of the rapid development in Taipei city, the population in Xinzhuang city and Shanchuang city increases greatly. Residents have strong demands of extending the green spaces; therefore, the government of Taipei County proceeds the project of beautification and revegetation for the waterfronts which provide people places for rest and recreation. Erchuang floodway is one of the functional and modern recreational areas which is from a muddy place into a beautiful wonderland. It is also a great policy cooperated between the authority and administration. The Breeze canal in Taiwan is an international standard rowing place which has a considerable potential to be developed as an athletic and leisure area. It provides not only a place for rowing practice and competition, but also a place for public recreation. However, the water quality in this canal is unstable and is affecting users’ hygienic safety. In order to provide a safe environment, it is necessary to understand the possible reasons of influencing and changing the water and to apply natural purification, and then to improve the water quality and whole environment by applying the natural purification. The natural purification includes natural treatment system, contact bed treatment and wetland. However, contact bed treatment is the most appropriate method of dealing with the water quality. Thus, this study focuses on processing the method of contact bed treatment in the Breeze canal and the relative planning and applications of the study. This study uses testing method for water quality to analyse the water quality and to set the goal of the purification; afterwards it collects the information of the real environment and publics’ opinions of speciality of the environment. Moreover, it also takes domestic and foreign cases of using contact bed treatment as a consideration of real environment planning and the water quality improvement. Eventually it presents the analysis of the advantages and disadvantages of using contact bed treatment by SWOT, and draw up the applied policy and the initial planning and the suggestion. This study on real environment planning suggests that the water-purifying device designed based on contact bed treatment should be sited on a slope along the canal to achieve energy saving and device simplification. However, the current water quality test result indicates that the numbers of BOD,SS, and Escherichia coli fail to meet the standard of second water quality mode. The expected goal of this water quality improvement project will refer to other relevant cases intending to satisfy the standard of second water quality mode. The analysis of this research and its related practice aim to improve the water quality, identify the source of and reduce the water pollution, promote Eco-education, and strengthen the multiple utilization of park. The efforts of this research will provide the reference to further improve the water quality and the environment of the park.
