新北市里環境認證計畫執行之研究-以中和區為例

摘要

近年來環保意識高漲，地球的永續發展，是跨越國界集體行動的全球議題。民國91年政府制定環境基本法，其中第7條規定中央政府應制(訂)定環境保護相關法規，策定國家環境保護計畫，建立永續發展指標，並推動實施。地方政府得視轄區內自然及社會條件之需要，依據前項法規及國家環境保護計畫，訂定自治法規及環境保護計畫，並推動實施。中央政府應協助地方政府，落實地方自治，執行環境保護事務。
本研究以新北市里環境認證計畫為主軸，地方自治、地方創生與政策執行為理論依據，作為分析的角度分別討論其相互關係，作為本研究的理論架構。
本研究欲討論以下問題（一）歷年新北市政府里環境認證的制度與推動狀況為何？（二）不同利害關係人對於新北市里環境認證的認知為何？（三）新北市里環境認證制度的推動，如何達成原訂目標，關鍵因素為何？
本文運用文獻分析法與深入訪談法，除了試圖瞭解里環境執行運作過程外，希望達成下列研究目的：（一）探討新北市里環境認證的制度與推動狀況。（二）瞭解環保局、區公所與里辦公處對里環境認證的認知及其差距。（三）研析新北市里環境認證制度未來發展的可能。

In recent years, environmental protection awareness has been risen, and the sustainable development of the earth is obvious a global issue across national borders . In 2002, Environmental Protection Administration, Executive Yuan issued the Basic Environment Act. Article 7 of this law stipulated that the central government should formulate environmental protection related rules and regulations, determine the national environmental protection plan, establish sustainable development indicators, promote and implement the policies. Local governments may depend on the needs of the natural and social conditions in their districts to formulate autonomous regulations and environ-mental protection plans and execute them, in accordance with the preceding regulations and national environmental protection plans. The central government should assist local governments in implementing local autonomy and environmental protection affairs.
This research focuses on the Village Environmental Certification Program of New Taipei City Government, discussing and analyzing to the concepts and theories of local autonomy, regional revitalization, policy implementation and their interrelationships as the theoretical framework of this research.
This research intends to discuss the following questions:
(1) What is the system and promotion status of Village Environmental Certification in New Taipei City in the past years?
(2) What are the different stakeholders' perceptions of Village Environmental Certification in New Taipei City?
(3) How to promote the Village Environmental Certification in New Taipei City, how to achieve the original goals, and what are the key factors?
This paper uses the document analysis method and in-depth interview method. In addition to understand the execution and operation process of village environmental policy, I hope to achieve the following research goals:
(1)A wide knowledge of the system of Village Environmental Certification in New Taipei City and the policy’s progressing.
(2)A deep discussion on perceptions and differences of Village Environmental Certification program between Environmental Protection Department (New Taipei City Government), District Office, and Village Office.
(3)The possibility of future development of the Village Environmental Certification system in New Taipei City.
