With the rapid growth of Taiwan’s economy, the challenges faced by domestic agriculture have become severe than ever. The environmental deterioration from the past has become an important commonly issue for the livestock industry. Taking into account economic needs and sustainable development, Taiwanese government has pushed forward the biogas power generation plans to incorporate wastewater treatments so as to solve the environmental deterioration caused by animal husbandry industry. Nevertheless, most farmers in the animal husbandry industry are unwilling to participate in the project. The purpose of this thesis is to analyze the reasons why farmers would not be willing to participate in the project. In addition, it is hoped that the analysis could come up with some suggestions to government agencies when promoting the "biogas power generation project". The thesis adopted qualitative methodology to analyze the relationships among farmers’ understanding of the project, farmers’ cooperation to the project, farmers’ cost of project implementation and the outcomes of the project.
