本研究主要是探討臺灣地區ISBN出版品法定送存實施與作業研究,經由文獻探討,瞭解法定送存之相關議題和國際發展現況。並利用國家圖書館國際標準書號自動化系統進行實徵研究,以民國90年圖書館法施行以來至民國95年歷年送存統計數據為重點,選擇民國94年的前200大出版機構為研究樣本,探討目前國內送存情況。再利用問卷調查及訪談方式瞭解國內出版界、學者專家和國家圖書館對送存議題看法及態度。問卷調查方面,以出版界人士為調查對象,共計發出179份問卷,回收65份,回收率36.3%。訪談部分,共計訪問2家出版機構,3位出版及圖書資訊學學者專家和3位國家圖書館主管。 研究結果如下:1、圖書館法未明確規定送存期限,應儘速訂定,改善送存速度。2、目前法定送存無實質獎勵或補償,可嘗試朝精神獎勵、間接或部分補償努力。3、送存率的計算基準各國不同,不適合一起評比。4、送存率是浮動的,隨時間拉長而提升,目前已逾七成,八成可期。5、送存期限不明確,出版品累積一段時間才送存,使送存管道取得的圖書新潁性較不足。6、61%的問卷受訪者支持法定送存制度。7、獲得商機是提升法定送存最大的誘因。8、降低送存者(出版機構)與送存圖書館(國家圖書館)雙方認知差距是重要課題。9、文學類、一般圖書類、電腦資訊類、大專教科書類的出版機構送存率較高;漫畫和兒童讀物出版機構送存率較低。10、零送存的圖書種類多數是色情小說、神怪小說、限制級漫畫、國中小教科書。11、出版機構表示不送存或未完整送存的原因依序為:(1)取消出版。(2)已無庫存。(3)不清楚法令規定。(4)送存會增加公司成本。(5)未接獲通知。12、近八成的問卷受訪者(出版機構)贊同送存應有補償措施,並贊同補償措施可以提升送存意願及送存速度。 研究建議如下:1、確認國家圖書館的任務與功能。2、訂定法定送存施行細則或相關工作要點。3、加強法定送存政策及規定的宣導。4、積極增加與出版機構互動溝通管道,建立良好合作互惠關係。5、持續觀察提醒送存的機制與取書的配套措施。6、整合國家圖書館內部各項工具提升送存誘因,國際標準書號服務尤其重要。7、送存品永久典藏。8、國際標準書號資料庫普查。9、持續研究調查。
This study aims to investigate the implementation of legal deposit of ISBN publications in Taiwan. Through literature review, we understand the legal deposit issue and the developments in other countries nowadays. Firstly, we investigate the legal deposit rate of ISBN publications of National Central Library in Taiwan from 2001 to 2006. Secondly, we examine the top 200 publishers in 2005 and which would be the target samples to understand the legal deposit state in Taiwan. Thirdly, the interviews and questionnaire surveys are conducted to obtain publishers’, publishing and library professionals’ and National Central Library’s attitude and opinions upon this issue. There were 179 questionnaires circularized to publishers , 65 returned , and which accounts for 36.3% return rate. As for the interviews, we’ve visited 2 representatives for publisher , 3 for library and publishing professionals and 3 directors of National Central Library. Findings of this study include: 1. The time allowed for sending deposit copy isn’t clear enough, we need to amend it to improve the deposit copy’s delivery speed. 2. No compensation and reward measure of legal deposit to publishers, we may try to provide encouragement reward and partial compensation 3. Because of the statistical bases are not the same, it’s difficult to compare the legal deposit rate to other countries. 4. The legal deposit rate is getting higher as time went by, Currently the legal deposit rate of ISBN publications is over 70% and anticipating reaching 80%. 5. Due to the timing unclearness in the Act, the deposited copy might not be that up-to -date . 6.There are about 61% of the publishers in the questionnaire support the legal deposit system. 7. The chance of making more business will be the best reason to prompt legal deposit. 8. It is very important to reduce the recognition gaps of legal deposit issue between the publishers and the depository (NCL) . 9. Publishers of literary book, trade book, computer science book and college textbook have higher deposit rate ; comic and novel publishers have lower deposit rate. 10. The publishers whom deposit no materials at all are mainly publications of pornography, restricted comic, junior and primary school textbook 11. The reasons for no deposit or incomplete deposit include: (1) publications are canceled, (2)out of stock, (3)publishers are not aware of the legal deposit regulations, (4)increasing the cost of publisher, (5)without receiving of the deposit notice. 12. Nearly 80% of the questionnaire objects agree that deposit should have compensation measure and agree that the compensation should promote the deposit rate and enhance the sending speed. Suggestions: 1. To reconfirm the mission of National Central Library in Taiwan. 2. Amendments of the Library Act relative enactments, or detailed rules when implement. 3. National Central Library should enhance and promote policy on legal deposit. 4. National Central Library should actively increase the communicate channels and build up the cooperation relationship with publishers. 5. Maintaining the alarm system to flag the publishers to deposit publications, and the channels to get the deposit materials. 6. Coordinate the miner-system of National Central Library to prompt the deposit rate, especially the ISBN Center. 7. The preservation policy regarding the legal deposit copy. 8. Conduct a general survey of the ISBN database. 9. Continue the study of the legal deposit issue.
