本研究利用互動式技術(Interactive Approach)求解兩階層分散式規劃問題(Bi-Level Decentralized Programming),並以國內各回收處理廠補貼費用為對象以提升整體回收率。回收率不僅影響回收處理廠(下階層決策單元)的處理量多寡,其無法回收的部分將會汙染環境且浪費資源,因此我國透過行政院環保署之回收基金管理委員會(簡稱基管會,上階層決策單元),以延伸生產者責任的概念對製造商或進口商先行課徵後端回收處理費用,並以補貼回收處理廠以鼓勵其回收作業,期盼能極大化回收率俾降低對於環境之汙染。 以整體社會福利角度來看,上階層的目標是整體回收率極大化,而下階層的回收處理廠則在追求利潤極大化。各處理廠在極大化自身處理量與降低消費者回收獎勵金下期獲得最大利潤,而上階層之基管會透過調整給與補貼費用來影響下階層的處理量,希望促進回收處理廠能更有效地運作。本研究使用互動式技術建立上下不同階層模型以及輔助模型,先在考量各處理廠的極大化利潤下,透過程式得到最佳處理量;再透過模型間的互動進行求解,其補貼費用的調整最後會在兩家廠商之間達到動態平衡。在總補貼費增加下使總處理量上升,整體回收率從58.98
