日本安倍新經濟政策的觀光立國戰略之研究

A Study on "Visit Japan Campaign (VJC)" Strategy of Abenomics

摘要


2003年日本小泉前首相於國會的施政演說中提出了觀光立國戰略後,於2007年實施了「推進觀光立國基本法」,當中明確地把觀光產業當成國家支柱產業,又於隔年的2008年設立了幫助推進觀光立國政策發展的「觀光廳」,對於推動觀光立國付出了許多努力,也顯示了日本發展觀光立國的決心。觀光立國被日本政府認為可以實現地方經濟創造與再生,達成區域活性化,增加外匯收入,並且改善日本現今正面臨到的經濟方面問題,可以說觀光立國是日本現今要使國家成長所最需要的發展重點之一,且日本本身也具備觀光立國的發展條件與環境。 本研究從2012年後安倍政府的觀光立國政策面切入,分析日本近年國際入境消費急速增加的主要原因,而後給予日本觀光立國一個整體性的評估,並且給予台灣觀光產業建議。使用文獻分析法,針對日本現今面臨到的經濟課題進行探討,最後分析實施觀光立國後日本的各產業與區域因為對於國際入境消費的需求日趨漸增而產生的改變。 日本觀光立國政策的政府與民間產業「公私協力」模式運作的成功,提升了國家軟實力,也因積極向國外宣傳日本觀光以及世界遺產的登錄等提升了國際形象。積極招攬外國觀光客的「短期移民」且促進國際入境消費的增長正是有效能使日本經濟成長的方法,安倍政府在以2020年東京奧運、帕拉林匹克運動會為觀光立國主要發展方向,目標2020達成2000萬觀光人數的同時,也必須面對少子高齡化等會造成觀光負面影響的問題。運用自身優勢,創造「國際入境新時代」正是日本觀光立國未來主要發展的方向。

Koizumi, the former Prime Minister of Japan, proposed a Visit Japan Campaign(VJC)strategy in his policy speech to Congress in 2003. The "VJC promote the Basic Law" was implemented in 2007 which clearly put the tourism industry as a national pillar industry, and in the following year, a tourism nation policy called "Japan Tourism Agency" was set up for the promotion of tourism nation. More importantly, it showed the determination of developing the tourism in Japan to statehood. The Japanese Government believes that tourism nation can achieve regeneration of the local economy and create or build a regional activity, which results in increasing foreign exchange earnings and improving economic aspects of Japan which we can say is the development of tourism nation Japan today to make the country grow most needed, and Japan itself with the development of environmental tourism statehood. This study focuses on the post-2012 policy VJC which cut into the surface of the Abe government in Japan in recent years, the rapid increase in international inbound consumption mainly due analysis, then give Japan a tourism nation overall assessment and recommendations given Taiwan's tourism industry. The literature analysis is to explore for Japan to face today's economic issues, implement change after final analysis VJC various industries and regions of Japan as demand for international inbound increasingly increasing consumption generated. Japanese tourism nation's government and private industry policy success "of Partnership" mode of operation, do not only enhance the country's soft power, but also enhance the international image by the positive foreign publicity tour in Japan and the World Heritage Site login. Actively attract foreign tourists' "short-term migrants "and making international inbound consumption growing is the effective way to make Japan's economic growing. Abe government in 2020 Tokyo Olympic Games, the Olympic Games as Pala Lin VJC main direction of development, it aims at reaching 20 million of tourists. On the other hand, it has to face the low birthrate and aging which may cause negative impact on tourism issues. The use of their own advantages, to create "a new era of international inbound" It is the future direction of Japan VJC major development.
