政府採購缺失與管理之研究:以採購歷程之觀點

A Study of Error and Management of the Government Procurement: From the Government Procurement Process Point of View

摘要


在公共管理不斷的轉型過程中,透過政府採購的程序以契約委外服務是政府不斷在做的事情。在大量的契約委外案件中,政府的角色由執行者轉變為監督者,在監督者的角色中,有效的執行契約訂定及契約管理是政府必須不斷學習的兩件事。就外部觀察顯示,採購缺失重複不斷在發生,而採購行為是一連串專業程序所形成,驅使本研究對於採購流程產生的一些問題進行探究,藉以發覺採購案件於辦理過程中所產生之相關問題,採購契約執行的過程,自前段行政程序作業,乃至於後段履約管理、驗收,對於機關採購人員而言,是否面臨困境,在這過程中是那些因素造成採購缺失,進而影響採購品質、效率,在面臨問題時如何提出精進管理方式、技巧是本研究之目的。本研究以次級資料分析法及半結構式訪談進行資料蒐集。分析後發現,造成採購缺失反覆發生之因素有四,分別為(一)採購人員專業能力(二)法規可行性(三)人力不足(四)人力配置等原因,了解影響因素後,透過實務承辦技巧配合現行管理制度,達到精進採購品質、效率之目的。

In the continuous transformation of public administration, the government outsourcing service through government procurement procedures is what the government is constantly doing. In a large number of contract outsourcing cases, the role of the government is changed from the executor to the supervisor. In the role of supervisor, the effective implementation of the contract and contract management are two things that the government must keep learning. External observation shows that the repetition of purchase error occurs constantly, and the purchase is formed by a series of professional procedures, which impels the research to explore some problems arising from the procurement process to find out the relevant issues arising from the procurement cases in the process of handling and purchasing Contract implementation process, since the previous administrative procedures, operations, and even the latter part of the contract management, acceptance, the purchase of personnel for the agency, is facing difficulties, in the process is the lack of procurement of those factors, thereby affecting the procurement quality, efficiency, in the face of How to put forward the problem management approach, skills is the purpose of this study. This study uses secondary data analysis and semi-structured interview data collection. After the analysis, it was found that there were four factors causing the repeated absence of procurement: (1) Professional ability of purchasing staff; (2) Feasibility of laws and regulations; (3) Manpower shortage; (4) Manpower allocation; Skills with the current management system to achieve sophisticated procurement quality and efficiency of the purpose.
