台灣公司在巴拉圭公共採購之參與及投標能力
Participation in Public Procurement of the Paraguay and bidding capability of Taiwanese Companies.
摘要
巴拉圭共和國與中華民國保持正式的外交關係已有六十多年的歷史，且通過政治、經濟和文化領域的交流讓彼此關係愈發穩固。台灣與巴拉圭的長期合作著重於經貿和關稅協定上，讓巴國產品得以進入台灣市場。然而儘管巴拉圭過去十年中展現出持續的成長，台灣卻很少在巴國設立公司進行直接投資。 是故，台巴兩國間的貿易協定排除了政府採購項目，因此台灣公司的參與幾乎為零。本文旨在探討此一少人研究的議題並證明選擇在巴拉圭投資的台灣公司，在政府採購的商機上將具有更好的競爭條件。同時，可為巴拉圭與台灣關係的多元化和鞏固開闢新的領域，巴拉圭的公部門，主要在於公共基礎設施方面，可以從台灣企業所提供的品質和競爭力等附加價值中獲得吸收知識和新技術的管道。

The Republic of Paraguay and the Republic of China (Taiwan) have maintained official diplomatic relations for more than sixty years, strengthened over time through exchanges in the political, economic and cultural spheres. The permanent Taiwanese cooperation with its diplomatic ally of South America has focused on economic aid and tariff agreements to promote the entry of national products into the Taiwanese market. But the establishment of Taiwanese companies in Paraguay in terms of foreign direct investment has not been significant despite the predictable economic indicators and sustained growth of Paraguay in the last decade. In that order, the public procurement sector has been relegated in the successive commercial agreements and as a consequence, the participation of Taiwanese companies is practically null in the purchases of the Paraguayan government. This study aims to address a poorly analyzed issue and demonstrate that Taiwanese firms established in Paraguay will have better competitive conditions for taking advantage of business opportunities in the public procurement sector. This will diversify and consolidate relations between Paraguay and Taiwan, and in turn, enable access to knowledge and new technologies for the benefit of the Paraguayan public sector, mainly in areas of public infrastructure where Taiwanese companies can grant significant added value. in terms of quality and competitiveness.
